Description
The Agency for Substance Abuse and Mental Health Services (SAMHSA), Office of Policy and Program Coordination (OPPC) through the Program Support Center, General Acquisition Branch, plans to award a 12 month sole source award using simplified acquisition procedures to the Policy Resource Group, 25832 Sheperd Glen Lane, Warrenton, Mo. The anticipated date of Award is August 27, 2001. The purpose of this purchase order is twofold: 1) to establish the baseline level of coordination among state HIV, substance abuse and mental health programs through the statistical comparison of recent surveys among state substance abuse directors (1998), state AIDS directors (1999), and state mental health program directors (2001); and 2) disseminate findings of the baseline coordination in a policy meeting of federal agencies: SAMHSA, CDC and HRSA; state mental health, HIV and substance directors; state public health directors, and national associations: NASTAD, NASMHPD, and NASADAD. SAMHSA has approved this initiative for funding in order to curtail the spread of HIV/AIDS in the United States, and to highlight the importance of engaging the nation's substance abuse, HIV/AIDS and mental health service system. The primary activities of this purchase order involves the statistical comparison of the survey data sets to establish baseline data, and implementation of a national meeting among state mental health, HIV, and substance abuse directors, federal agencies: SAMHSA, CDC and HRSA, and the national associations: NASTAD, NASMHPD, and NASADAD. The meeting is expected to be held in late 2001 or early 2002. Elements of the scope of work include the following activities: The Contract shall be responsible for but not limited to the following: a) Acquire the electronic data sets, code books, and reports for the surveys of substance abuse and mental health program directors. b) Establish a statistical matching methodology following the analysis of the survey instruments. The method would include statistical and qualitative matching. c) Clean and recode the data sets. d) Transform the data into SPSS electronic format for analysis, and QSR Nvivo for qualitative analysis. e) Triangulate the quantitative and qualitative data, and interpret the findings f) Discuss the initial findings with the project officer g) Develop the following information materials: research report, presentation slides, and executive summaries (for state agency directors, policy makers, and community planning partners) h) Work with the SAMHSA staff to advise the planning of the national meeting i) Provide logistical and technical support services for a national meeting j) Present findings at the national meeting k) Produce a meeting report with recommendations for enhanced state-level collaboration among HIV/AIDS, substance abuse and mental health agencies. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
