Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), has a requirement, contingent upon availability of funding, for a contractor to provide administrative and management support services for the Polio Eradication Project. Reference is hereby made to combined synopsis/solicitation, Submission No. 50R681, which was published on the CBDNet on July 12, 2001, Cite W-193, SN50R681 (printed issue date: July 16, 2001). This notice is considered Solicitation BBGCON1301S5222-BJS Amendment Number 1. Based upon the above, the solicitation is hereby amended to provide answers to questions raised by potential offerors, which are noted below: Question 1. Is it possible to write a proposal for just a part of the solicitation? Answer: No. Question 2. Has the program office determined minimum personnel qualifications for CLINs 14 and 22? Answer: Interested offerors shall have demonstrated ability and experience in performing administrative and management support services. Question 3. Will travel be required? Answer: Yes. Question 4. (CLIN 11) How many conferences are required and is there a specified location (like Washington, DC)? Answer: Conferences will be held in Washington, and the number of conferences is to be determined. Question 5. (CLIN 11) Is the cost of the conference site(s) and related expenses for speakers, invitations, PR, etc., to be a part of the offer? Answer: No. Question 6. (CLIN 12) How (sic)? By being available for phone, fax, email or by personal appearances in TBA locations on specified dates (sic)? Answer: Primarily by helping to design PR events in Washington. Question 7. (CLIN 21) Is this a simply physical exhibit, or does this involve securing a site (such as a hotel or conference center) for an exhibition of related parties? Answer: Simply a physical exhibit. Question 8. (CLIN 21) Are there specifications for the exhibit or any other information available on a scheduled exhibition? Answer: That is to be determined on an ad hoc basis. Question 9. (CLIN 21) Is the cost of either the exhibit or the exhibition to be born by the offeror? Answer: No. Question 10. Could you provide a copy of the USAID and BBG/IBB Inter-Agency Agreement Project Number 598 so we could familiarize ourselves with what the work requires (sic)? Answer: The Program Description section of the Agreement is available. Copies can be faxed to interested parties who provide their fax number. Question 11. In reference to your first requirement (CLIN 1), what are the project goals and objectives? Answer: Materials will be distributed to VOA's radio listeners. Question 12. In reference to requirement four (CLIN 4), who will be the project participants? Answer: VOA broadcasters. Question 13. Referring to requirement eleven (CLIN 11), what are the key project components? Answer: Programming developed in support of the global polio eradication initiative. Question 14. Are there any other requirements we need to know concerning this particular solicitation? Answer: No. Question 15. Since this effort is unrestricted, would it be permissible for a company meeting the size standard to prime the effort; however, perform less than 50 or 51%, with the larger portion of the effort being performed by a sub (sic)? Answer: The prime contractor is required to perform 50% of the work. Question 16. Is there an incumbent contractor? Answer: Yes. Question 17. Can you provide the current contract value and the funded value of the effort? Answer: The current contract value is $65,000 per year, which is fully funded. Question 18. What total value do you anticipate the follow on effort will be? Answer: It has not been determined. Question 19. How long has the incumbent contractor supported the requirement? Answer: Three years. Question 20. Will this contract be on a firm fixed price (sic)? Answer: Yes, as stated in the solicitation. Question 21. Is the contract 8(a), GSA schedule or open? Answer: Open, as stated in the solicitation. Question 22. Who is the incumbent contractor? Answer: Thaddeus Penas. Please note the last day for receipt of questions was July 18, 2001. Reminder: Proposals are due at the Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 2515, Washington, DC 20237 at 11:00 a.m., Eastern Daylight Time, on August 9, 2001.
