- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, CA intends to procure, on a non-competitive basis, a three month extension of Contract N68936-97-C-0166 with Orbital Sciences Corporation, Chandler, AZ. The action will not increase the contract's total value. The action is in accordance with FAR 6.302-1. Orbital Sciences Corporation is the only source with the requisite data package, unique experience, knowledge and technical capability to provide continued VANDAL target engineering and technical support services. The period of performance for the extension will be from October 1, 2001 to December 31, 2001. The extension will be a bridge to provide continued engineering and technical support services to the VANDAL Program between the current contract and a follow-on contract to be awarded prior to December 31, 2001. The MQM-8G VANDAL series is a two stage supersonic missile (TALOS) that has been converted into an aerial target system capable of offering multi-threat representative presentations in support of Navy weapons development and Fleet training requirements. Three target configurations are in inventory: the 8G high altitude diver, the Extended Range (ER) sea skimmer, and the Extended Extended Range (EER) sea skimmer. VANDAL target operating sites are NAWCWD, Point Mugu, CA and White Sands, NM; NASA WFF (Wallops Flight Facility) Wallops Island, VA; and PMRF Barking Sands, HI. The total number of VANDAL operations anticipated per year is 25 at all four sites (combined). Engineering requirements for Vandal Program support include: 1) the development and installation of special configuration and trajectory modifications to meet user requirements, 2) on-site engineering support for target operations, 3) establishment and maintenance of a VANDAL Five Degree of Freedom (5DOF) simulation, 4) conduct of engineering investigations and development of corrective action recommendations, 5) analysis of target flight performance, 7) planning for and conducting special target system diagnosis tests, and 8) conducting target related engineering studies. On-site VANDAL operations and maintenance support consists of target build-up, target fueling, download of targets from launcher if not launched, transportation to target assembly, and target disassembly and storage. In-plant support includes the establishment of a VANDAL depot-level repair and test facility and the staffing of an engineering/technical labor force to perform repair, test and acceptance of selected field returned hardware. Depot-level repair will be limited to modules, sub-modules and components of target air vehicles, support equipment and test equipment. Responses to this intent to extend Contract N68936-97-C-0166, other than Orbital Sciences Corporation, shall be submitted in writing no later than 15 days from the publication of this synopsis and shall provide sufficient technical information to permit agency personnel to establish a bonafide capability to perform the engineering and technical support services required to provide continued support to the VANDAL Program. Subsequently, respondents shall submit a complete cost and technical proposal within 45 days from the publication of this synopsis. There is no solicitation document, therefore requests for such a document shall be considered invalid for the purpose of determining whether the respondent has a bonafide capability to meet the stated requirements.
