Description

NASA/JSC plans to issue a Request for Offer (RFO) for Engineering and Technical Services (ETS)for the International Space Station (ISS) Program Office. These services will provide various technical, engineering, systems engineering, integration, management and administrative support for the International Space Station Program. This includes, but is not limited to, Web page development/maintenance, support for, and development of, management presentations, CoFR data integration, standardization of test methods and development of processes for CoFR, FCA/PCA, acceptance reviews, etc., technical oversight of CAD models, performance of trade studies, and development of various cost and technical evaluations. The work will also entail International Partner coordination such as tracking of H/W and S/W and technical oversight. The contractor will accomplish major technical tasks related to hardware integration control process, software and database development and integration, and integrated test and verification. Configuration managemnt expertise shall be required, as appropriate, in the engineering software development and documentation functions. Management of major project/program reviews and panels include all required planning, scheduling, statusing, and reporting for administrative and technical funtions. The current contractual arrangement with Muniz Engineering, an 8(a) firm, expires on January 31, 2001. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total 8(a) small business set-aside. See Note 1. The NAICS Code/SIC and Size Standard are 541330/8711 and $20 million, respectively with the Aerospace exception. The DPAS Rating for this procurement is DO-09. The provisions and clauses in the RFO and model contract will be those in effect through FAC 97-27. All qualified responsible sources may submit an offer upon issueance of an RFO which shall be considered by the agency. The anticipated release date of the RFO is in September 2001, with an anticipated offer due date of approximately 30 days after the RFO release. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
