Description
Firm-Fixed Price Services Contract for MULTIMEDIA SERVICES FOR THE REGIONAL VISITOR CENTER (RVC), FT DERUSSY, OAHU, HAWAII SOL DACW83-01-R-0005. The Army intends to award a Services Contract with a multimedia contractor to design, develop, produce and install new presentations for the Honolulu Engineer District Regional Visitor Center (RVC). A Justification and Approval citing 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, has been approved. Tom Coffman is the proposed sole source contractor. The work under the proposed Services Contract will consist of the following: The multimedia contractor will determine, specify and purchase all necessary audio-visual equipment. The multimedia contractor will use the Exhibit Master Plan for the Regional Visitor Center Fort DeRussy, Oahu, Hawaii, dated November 2000, developed under U.S. Army Corps of Engineers Contract No. DACA83-00-D-0006, Delivery Order No. 0007, as the basis for the design, development and production of the new RVC presentations and exhibits. Development and production effort will entail the following: The Contractor will develop presentation of exhibits to educate the RVC visitor on the Corps and the Corps' role in serving the U.S. Army and the Nation through the Civil Works, Military Construction, and Support for Others missions -- emphasis will be made on HED's Water Resource Development Program. The Contractor will consider the following elements and will make optimum use of the available floor and wall space, while pursuing appropriate use of interactive experiences for the RVC visitors. Topical Coverage: (1) Corps of Engineers Civil Works (Water Resource Development) Mission (2) Military Construction Mission (3) Support for Other Agencies (4) Civil Works activities in Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. The Corps' presence in Hawaii and the Pacific. Military construction activities in Hawaii, Alaska, Japan and Korea. (5) Relevance to the Nation. The depictions of Corps activities will contain a geographic representation of activities to be relevant to both local visitors from Hawaii as well as those from other states. Presentation Requirements: The Contractor will provide the following: (1) Still Presentation Display and (2) Multi-media Theater Production Displays to include the following: (i) Graphics Production, (ii) Narration Soundtrack, (iii) Audio/Visual Equipment, (iv) Testing and Verification, and (v) Operations Manual. The estimated cost for the proposed procurement is $500,000. The Government request that any interested contractor respond by 17 September 2001. See Note 22.
