- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with the University of North Carolina, Department of Environmental Science & Engineering, Chapel Hill, NC 27599, to provide analysis of high-priority disinfection by-products (DBP) and Information Collection Rule (ICR) Analytes in drinking water. EPA plans to award Dr. Howard Weinberg of the University of North Carolina a contract to quantify 21 high priority disinfection by-products (DBPs) and 17 additional analytes in 20 drinking water samples. A list of these analytes is provided below. Dr. Weinberg is thought to be the only responsible source for this contract because, as part of an ongoing Nationwide Occurrence Study, he has synthesized standards and developed analytical methods for the 21 high priority DBPs (to measure them in drinking water at sub-ppb detection limits). Dr. Weinberg has also established QA/QC protocols for the quantification of these analytes in drinking water. Standards are not commercially available for many of these analytes. Thus, EPA believes that Dr. Weinberg is uniquely qualified to carry out these analyses. Under this project, the contractor shall analyze the following MX and Analogs: 3-Chloro-4-(bromochloromethyl)-5-hydroxy-2(5H)-furanone (BMX-1), 3-Chloro-4-(dibromomethyl)-5-hydroxy-2(5H)-furanone (BMX-2), 3-Bromo-4-(dibromomethyl)-5-hydroxy-2(5H)-furanone (BMX-3), 3-Chloro-4-(dichloromethyl)-5-hydroxy-2(5H)-furanone (MX), 3-Chloro-4-(dichloromethyl)-2-(5H)-furanone (red-MX), (E)-2-Chloro-3-(dichloromethyl)-butendioic acid (ox-MX), (E)-2-Chloro-3-(dichloromethyl)-4-oxobutenoic acid (EMX), (E)-2-Chloro-3-(dichloromethyl)-butenedioic acid (ox-EMX), and 2,3-Dichloro-4-oxobutenoic acid (Mucochloric acid)[87-56-9]; Haloacids: 3,3-Dichloropropenoic acid; Haloacetates: Bromochloromethyl acetate; Haloaldehydes and Haloketones: Chloroacetaldehyde, Dichloroacetaldehyde, Tribromoacetaldehyde, and Bromochloroacetaldehyde; Haloamides: 2,2-Dichloroacetamide [683-72-7]; Aldehydes and Ketones: 2-Hexenal [505-57-7]; [6728-26-3], 5-Keto-1-hexanal, Cyanoformaldehyde, 6-Hydroxy-2-hexanone, and Dimethylglyoxal (2,3-butanedione); Information Collection Rule (ICR) analytes to be measured: bromate, chlorate,9 HAAs (monochloroacetic acid, dichloroacetic acid, trichloroacetic acid, monobromoacetic acid, dibromoacetic acid tribromoacetic acid, bromochloroacetic acid, bromodichloroacetic acid, dibromochloroacetic acid), 4 aldehydes (formaldehyde, acetaldehyde, glyoxal, methyl glyoxal), DOC (dissolved organic carbon), and TOX (total organic halide). Quality assurance and quality control will be measured according to existing plans outlined in the DBP Occurrence Study cooperative agreement. The EPA Project Officer will provide the contractor with the samples, and will notify the contractor at least one week prior to shipment of samples. All interested parties who believe they can provide the required services should fully explain their capabilities in writing within 15 days of the date of this announcement. No Solicitation is available. The intent of this synopsis is to determine if any additional source(s) exist and, therefore, no Request For Proposal (RFP) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
