Description

The Bureau of Reclamation intends to negotiate on a sole source basis with Mr. Bruce Garrett, PE, from Tucson AZ, to acquire consulting services to conduct continuing pilot testing of Central Arizona Project Water. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The reason justifying this sole source procurement is: the Government believes that only one responsible source can provide the services and is reasonably available, and that will satisfy the agency requirements. It is the opinion of the Government that no other consulting engineer has his knowledge with his unique qualifications of chemical engineering, professional registration, and the detailed experience of the Mobile Pilot Plant equipment and operations. Any firm that believes it possesses the above technical expertise are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate possession of the requisite technical expertise. All responses received within10 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
