- Description
- The Bureau of Land Management, (BLM), has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, unrestricted acquisition. Pertinent terms and conditions for this buy are: The BLM shall evaluate the seed for each item number based on seed certification and the lowest PLS price per pound. Awards may be made on higher PLS price certified seed versus a non-certified PLS priced seed. When a variety is not specified (VNS), the government may award on a higher PLS price based on preference. Other evaluation factors include past performance. Delivery is required on or before 9/12/2001. As a responsible source you may submit an offer which will be considered. Offers may be made in ANY amount for the varieties specified. BLM reserves the right to award up to (10% above the estimated needs) 222,000 pounds of seed in total against any of the items listed in the schedule. Based on seed availability and considerations given to seed certification, seed preference, and price, the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. Offers may be submitted for either certified seed, or non-certified seed-items as identified in the schedule govern. The Government reserves the right to award on any item offered for the given categories. Awarded dollar amount will be based on the bulk price per pound. All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. All bags of any one lot shall be bagged in the same size bag. Germination for all seed will be determined by tetrazolium tests (TZ), moisture content of all seed shall be less than 11% by weight (except for Sagebrush, Fourwing saltbush, Gardner Saltbush and Shadscale which shall be 12% by weight), seed is to be delivered to the locations as follows (IDAHO: BOI=Boise); (UTAH: RCH=Richfield). Prices shall be based on possible delivery to any of these locations. (F.O.B. destination). Award cannot be made for an item that does not conform to our minimum requirements, including PLS rating. Offers for both certified and non-certified seed will be accepted unless otherwise specified. For wildland collected seed the term Certified denotes Source Identified, the term Non-certified denotes Specified Origin. VNS denotes Variety Not Specified. Estimated quantities for BLM's seed requirements: 1-Crested Wheatgrass-Hycrest-6,200 lbs; 2-Crested Wheatgrass-Nordan-5,000 lbs; 3-Siberian Wheatgrass -P27-11,000 lbs; 4-Siberian Wheatgrass-Vavilov-as a substitute for P27; 5-Intermediate Wheatgrass-Oahe-1,000 lbs; 6-Pubescent Wheatgrass-Luna-1,000 lbs; 7-Tall Wheatgrass-Alkar-2,000 lbs; 8-Thickspike Wheatgrass-Critana-5,000 lbs; 9-Thickspike Wheatgrass-Bannock-5,000 lbs; 10-Western Wheatgreass-Arriba-2,400 lbs; 11-Snakeriver Wheatgrass-Secar-101,000 lbs; 12-Bluebunch Wheatgrass-Whitmar-5,000 lbs; 13- Bluebunch Wheatgrass-Goldar-5,000 lbs (plus 1,000 lbs. as a substitute for Secar); 14-Bluebunch Wheatgrass -- Anatone-5,000 lbs 15-Great Basin WR-Magnar-10,000 lbs; 16-Great Basin Wildrye-Trailhead-5,000 lbs; 17-Russian Wildrye-Bozoisky-7,000 lbs; 18-Bluegrass-Sandberg-5,000 lbs; 19-Bluegrass-Canbar Canby-5,000 lbs; 20-Big Bluegrass-Sherman-5,000 lbs; 21-Bottlebrush Squirreltail-1,000 lbs; 22-Indian Ricegrass-Nezpar-500 lbs (plus 1,000 lbs. as a substitute for Rimrock); 23-Indian Ricegrass-Rimrock-1,500 lbs; 24-Alfalfa-Inoculated-Ladak or Ladak 65-2,700 lbs; 25-Yellow Sweetclover-Madrid-2,500 lbs; 26-Small Burnett-Delar-1,000 lbs; 27-Fourwing Saltbush-650 lbs. Total estimated=201,450 lbs. Offers may be made in ANY amount for the varieties specified. BLM reserves the right to award any amount up to 222,000 pounds of seed in total against any of the items listed herein or as stated in the hardcopy solicitation. Offers will be due in this office on August 22, 2001 at 10:00 a.m. (local Denver time), as specified in the solicitation. Receipt of fax offers is allowed under this solicitation.
