Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole-source contract to Draeger Safety, Inc, to procure 220 Secumar TSK 2/42 Life Preservers. The Secumar TSK 2/42 Life Preserver is used by Special Operations Forces (SOF) in conjuction with the MK 25 class of Underwater Breathing Apparatus (UBA), and is specifically approved for use with the MK 25 UBA by the Supervisor of Diving, Naval Sea Systems Command (NAVSEA), as stated in its letter 10560 Ser 00C/3112 of 15 May 1997 (Diving Equipment Authorized for US Navy Use (ANU)). Approval on the ANU consists of thorough tests of the product at the Navy Experimental Diving Unit (NEDU), detailed review of manufacturer s technical design and specifications by NAVSEA, and qualification of the manufacturer itself by NAVSEA. The Government does not own the technical data package for the Secumar TSK 2/42, and Draeger Safety has been the sole, qualified manufacturer of the Secumar TSK 2/42 since its introduction in 1983. Recently, the US Marine Corps (USMC) has stated requirements for the Secumar TSK 2/42 for use with its full complement of MK 25 UBA. USMC requires delivery no later than 90 days after contract award.
