- Description
- The Defense Logistics Agency (DLA), Defense Supply Center Philadelphia (DSCP), in conjunction with the Department of Energy's (DOE) Federal Energy Management and Building Research and Standards Programs, intends to issue a solicitation to acquire new, highly efficient Unitary "Rooftop" Air Conditioners (UAC) for federal buildings and to help promote their introduction into the private marketplace. This program is supportive of the goals of Executive Order 13123 and other federal government-wide policy to acquire the most efficient energy consuming products consistent with minimizing life-cycle costs. The air-conditioners to be acquired are in the range of between 65,000 to 99,999 Btu/hr and from 100,000 to 135,000 Btu/hr and will reflect the lowest possible life-cycle cost, taking into account both initial price and electricity use, that can be achieved within specifications governing other aspects of long-term performance and reliability. This program will target customer requirements for large packaged Unitary Air Conditioners used in military construction and building projects, major facilities maintenance projects, and other non-maintenance projects within the 48 contiguous United States. This program is being designed to develop more efficient Unitary Air Conditioners and to complement the Maintenance, Repair, and Operations (MRO) as well as the Services Programs. The benefits to be derived by the customers: (1) ability to replace or install Unitary A/C units in shortened timeframe(s), (2) availability and affordability of new Highly Efficient Unitary Air Conditioners, (3) commercial site evaluation, delivery, installation, and maintenance, (4) commercial quality standards and warranties, (5) leveraged buying, (6) lease/buy options and (7) reduced customer contract management. After the initial contracts are awarded, all services will be procured through the issuance of individual task orders, each one defined by a separate statement of work. The contract performance period will be for a 5-year base with 5 one (1) year options. In addition to the award made by DSCP, the successful awardees will also be awarded a Basic Ordering Agreement (BOA) by Battelle Memorial Institute (Battelle) on behalf of the Department of Energy's Pacific Northwest National Laboratory (PNNL) and will become suppliers of Unitary Air Conditioners at specific prices and in accordance with other terms and conditions. All prospective offerors will be expected to supply the Unitary Air Conditioners meeting the technical requirements of the Statement of Work together with an announced delivered price schedule, and product warranty provisions. NOTE: This solicitation is divided into several sections that are being used by one or both Agencies to evaluate and award against this solicitation. Offers will be evaluated under the same criteria for both awards It is anticipated that offerors who receive the highest ratings in either category will receive awards by both agencies for that category. It is further anticipated that multiple awards will be made for each category. Awards made by DSCP will allow Government entities to order units from the awardees for their usage. Awards made by Battelle will allow state and local government entities as well as private concerns to order against a price schedule.
