POC: Renee Brown, Contract Specialist, Code 1143E, 3010744-6653; FAX 301-744-6670; e-mail brownrm@ih.navy.mil All interested vendors are invited to attend a Pre-Solicitation Conference for the Military EOD Man Transportable Robotic System (MTRS) to be held on Tuesday, 18 September 2001 at 9:00 am at the College of Southern Maryland La Plata campus in room BI-103/104. The purpose of the conference is to provide an opportunity for industry to pose questions and provide input on the Government's proposed approach for the acquisition of the MTRS prior to the release of a formal solicitation. The purpose of the MTRS is to complement/augment the military EOD technician when performing reconnaissance, render safe, disruption, and disposal during extremely hazardous EOD missions involving unexploded ordnance (UXO) and improvised explosive devices (IEDs) as well as chemical, biological, and nuclear threats. The need for the MTRS to provide the operator with good situational awareness cannot be overstressed, as the primary task to be performed is reconnaissance. All components of the MTRS necessary to complete two two-hour missions will be able to be transported 500 meters as one load carried by two personnel in one trip. The MTRS will be able to operate in urban and rural environments. The MTRS will be a modular system that is interoperable with a variety of mission packages such as a manipulator and chemical and nuclear detectors. The system architecture (hardware and software) of the MTRS will be inherently expandable and inherently easy to upgrade. The Government envisions that the requirement for a MTRS can be met with a modified commercial item. The tentative contracting approach will involve the issue of a RFP, proposal submission by all interested vendors, and a two-phased selection process leading to contract award. Phase I will consist of the evaluation and ranking of the written proposals in order to establish a competitive range. Phase II will consist of each vendor in the competitive range demonstrating the capabilities of their current commercial item (prior to modification) to the Government. Based on the results of the proposal evaluation and the demonstration, one or more vendors may be awarded a contract to provide two modified commercial items that meet the MTRS Performance Specification. The Government will verify that the delivered systems comply with the Performance Specification through testing and analysis. After completion of the Performance Specification verification testing, a contract option will be exercised for the delivery of two production representative systems for final testing prior to Production Approval. If more than one contract has been awarded, the vendor whose system best meets or exceeds the Performance Specification will have the contract option exercised. Following Production Approval, the contract's production option will be exercised. The maximum total quantity of production systems is currently estimated to be 272. The contract will also contain options for technical and logistics support documentation, depot support, spare parts support, and follow-on improvements. Approximately two weeks prior to the conference, the following read-ahead documentation will be posted on the Naval Surface Warfare Center Indian Head Division world wide web site at "www.ih.navy.mil/contracts/" for downloading by any interested vendor: (1) MTRS Pre-Solicitation Conference specific location/directions, lodging information, and agenda; (2) Draft System Performance Specification; (3) Draft Statement of Work (SOW); and (4) Draft Evaluation Criteria (Contract Sections L and M). Attendance at the conference is not a prerequisite for ultimately submitting a proposal. However, the conference will provide a valuable opportunity for industry to pose questions and provide input prior to the release of the formal solicitation. Attendees are requested to register by providing their Name, Title, Company/Organization Name, Address, Telephone Number, and E-Mail Address to the POC above no later than 28 August 2001. Registered attendees will be notified by e-mail when the read-ahead documentation is posted on the web site. Any advance questions and/or comments pertaining to the conference or the read-ahead documentation may be FAXed or e-mailed to the POC so that they can be addressed at the conference. The purpose of the MTRS Pre-Solicitation Conference is not to obtain proposals. This announcement is not a formal solicitation or a request for proposals and is not to be construed as a commitment by the Government. The availability of any formal solicitation will be announced separately. The Government does not intend to pay for any information obtained during the conference or for the time and expense of the attendees. Please contact Renee M.
