- SPAWARSYSCEN, Charleston is soliciting information from potential sources for providing engineering and technical support in the software/hardware development, test and evaluation, training, modeling and simulation, life cycle maintenance and logistic support of various Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) requirements, programs and projects. The major programs and systems serviced under this contract will include, but are not limited to: Tactical Support Center (TSC), TSC Communications Module (TCOMM), Mobile Operational Command Center (MOCC), Mobile Integrated Command Facility (MICFAC), Mobile Ashore Support Terminal (MAST), Joint Mobile Ashore Support Terminal (JMAST), Tactical Combat Operations (TCO), Unit Operational Command (UOC), Intelligence Analysis System (IAS), Common Air Command and Control Systems (CAC2S), Global Command and Control System (GCCS), GCCS-Maritime (GCCS-M), USMC C4I systems, Video Systems Program, and other Mobile and fixed site C4ISR related systems, subsystems and equipment, and associated FMS programs and projects. Required capabilites include knowledge and understanding of the programs, systems and subsystems listed above to perform the following support services: Systems Engineering, Software Development, Configuration Management, Quality Assurance, Material Control, Logistics, Training, and Program Management. This is a follow-on requirement to contracts N00102-97-D-0901 and N00102-97-D-F072 for engineering, technical and logistic support of Tactical Support Center (TSC), Antisubmarine Warfare Control Center (ASCOMM), Mobile Operational Command Center (MOCC), Navy Command and Control Systems (NCCS) and Foreign Military Sales programs (Incumbent Contractor: Mantech Systems Engineering Corp., 12015 Lee Jackson Hwy, Fairfax, VA 22033). The Government anticipates a potential level of effort of 558,600 labor hours over a 60 month period. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite-delivery, indefinite-quantity, Cost-Plus-Fixed-Fee type contract, with task orders. Firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience with the above systems and capabilities necessary to meet or exceed stated requirements. Responses must include the following: (1) name and address of firm; (2) size of business: average annual revenue for past 3 years and number of employees; (3) ownership: Large, Small, Small Disadvantaged, 8(a), and/or Woman-Owned; (4) number of years in business; (5) two points of contact: name, title, phone, fax and email; (6) DUNS number (if available); (7) affiliate information: parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) a list of customers covering the past 5 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number. NOTICE REGARDING SYNOPSIS: This synopsis is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. The government reserves the right to consider a Small Business set-aside or 8(a) set-aside based on responses hereto.
