- Description
- The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, General Acquisition Branch, plans to award a 11 month sole source using simplified acquisition to the Jefferson Institute for Justice Studies. The anticipated date of award is August 29, 2001. This proposed contract is to develop a modified training package building upon work already began under the earlier contract for training curricula. In order to be responsive to the OVC/CMHS interagency agreement, this contract will expand on the development of training materials to include State VOCA administrators by obtaining recommendations from focus group members on the effectiveness of the training curriculum and needed adjustments; and by conducting a subsequent regional training event for mental health professionals and State VOCA Administrators. The goal of this project is to improve community-based capacity to manage an effective mental health response to the needs of crime victims in mass criminal incidents through a high quality, standardized training package. The purpose of this contract is to build upon the training curriculum and manual: Mental Health Professionals Working with Law Enforcement: In the Immediate Response to a Criminal Mass Crisis, which will be finalized in late August. The contractor shall be responsible for the following three major projects: (1) meeting planning, facilitation, management, and coordination of a focus group meeting; (2) developing a modified training agenda, curricula, and instructor and participant manuals to include State VOCA administrators based on recommendations stemming from the focus group meeting (3) conducting a regional training for mental health professionals and State Victims of Crime Act (VOCA) administrators from the mid-Atlantic region. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
