- Description
- The Securities and Exchange Commission (SEC) conducts examinations of Investment Advisers and Investment Companies through its inspection staff. The examinations include analysis of large databases of information that are usually stored electronically. The purpose of this Request for Information (RFI) is to solicit information on commercial-off-the-shelf products that are capable of analyzing large databases of financial transaction data, to identify potentially abnormal trading patterns or irregularities. The product should be capable of producing exception reports and should be capable of: 1) searching, analyzing, and interpreting data using customer defined criteria and key words; 2) ability to learn from the recognition of data patterns and comparisons of historical trends; 3) utilizing "if-then" scenarios; 4) providing "drill-down" capabilities for detected activities; 5) generating audit trails for every result; and 6) automatically sending alerts for notification of positive results. The financial databases may contain certain market information from fixed income, equities, index derivatives, and financial futures, as well as information maintained by firms including trading records for all funds and clients, personal securities transactions, share holder transactions, proxy votes, and mutual fund accounting information. It is preferred that vendors and products demonstrate experience in the financial services arena. Vendors should provide: 1) written materials describing the capabilities of their products including -- use of artificial intelligence, system security, audit trail features, and system administration; 2) information on product technical architecture including hardware platforms and any third party software required; 3) information on any customization required for individual customers; 4) a list of clients currently using the product including reference names and phone numbers; and 5) three relevant references for organizations using the product to meet similar requirements as the SEC. The SEC may request vendor demonstrations of products and conduct site visits to organizations that have the product in operation. Responses will not be considered as proposals, and neither this announcement nor the RFI should be construed as a request for a proposal. All information contained in the RFI is preliminary and subject to modification and is in no way binding on the government. Questions of requests for clarifying information should be forwarded in writing no later than 7 days after RFI issuance. All RFI responses should be submitted within 30 days to: E.
