- Description
- The Department is seeking to enter into a sole source agreement, through this combined synopsis/solicitation with TransUnion for the service of On Line Contract for Archival Credit History Data. The Department's decision is based on FAR Clause, 6.302-Circumstances Permitting Other Than Full and Open Competition. TransUnion, unless the Department is otherwise informed through responses to this announcement, is one of three national credit repositories, which is a responsible source for the retrieval of archived credit data. It is the Department's intent to purchase archival credit history data from a firm which has its own repository/database which stores data for at least the last five years. The capability to retrieve and store archived credit data is the only service which will satisfy the Department's needs under this solicitation. This synopsis/solicitation is prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. In conjunction with Subpart 12.6, the Department will also utilize Part 15-Contracting by Negotiation. The synopsis/solicitation R-OPC-22047 is being issued as a Request for Proposal. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation WILL NOT be issued. The period of performance is for five years with no option years. The resulting award is at an estimated maximum dollar value of $1.6 million. The NAICS code is 561450. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 97-27, June 25, 2001. The Statement of Work (Attachment #1) outlines the tasks to be performed. TransUnion is requested to provide their pricing structure as instructed in Attachment #2. Applicable provisions and clauses are listed in Attachment #3. The firm's technical and business proposals will be evaluated against technical evaluation factors listed in Attachment #4. The firm is requested to review and sign the Archived Credit Data Agreement outlined in Attachment #5 and submit with their business proposal. The firm's proposals are due August 10th, by 3:00 p.m. eastern standard time, at the Office of the Chief Procurement Officer, Research Services Branch, 451 7th Street, SW, Room 5256, Washington, DC 20410 to the attention of Belinda Fadlelmola.
