- Description
- The Defense Threat Reduction Agency (DTRA) proposes a ten-month contract modification, to commence approximately SEP 2001, to Science Applications International Corporation (SAIC), without using full and open competition, for an effort entitled "Software Integration and Development Support for the 2002 Winter Olympics in Salt Lake City." Reference Contract DSWA01-98-C-0110 for "Hazard Prediction and Assessment Capability (HPAC) Software Development and Integration" awarded using full and open competitive solicitation procedures. Under this effort SAIC will provide continuation and completion of specific tasks relating to software development and integration support for the 2002 Winter Olympics. The work to be performed includes management of upgrades to the existing system, increases to performance efficiency, and continuation of the development of the software required to support the Olympics. SAIC is the only contractor capable of meeting the requirements associated with HPAC Integration software development in a timely, cost-effective manner. SAIC developed the current integration software management tools unique to HPAC. Their understanding of the HPAC architecture necessitates that the existing SAIC team of highly skilled, uniquely qualified experts remains place to finish work for the upcoming Olympic Games. HPAC represents a system of modules in which the performer serves as the overall integrator as well as a developer of code facilitating model operation and integration. A new contractor would have to be proficient in all these areas to be effective. Competing a new contract would create unacceptable delays in fulfilling the agency's mission requirement, duplicate work already being performed by SAIC, and likely result in a lower level of performance at increased cost.
