Description

Solicitation for commercial items. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation: A quote is being requested and a written solicitation will not be issued and will be awarded as a purchase order using simplified acquisition procedures. Request for Quotation number is RFQ R3-01-18. This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 97.11. This acquisition is unrestricted. The NAICS Code is 334210 and the size standard is 750 employees. The line item(s) follow: Line Item 0001: Quantity 1 each; 96 ports digital audio conference bridge with expansion capability, must be compatible with existing PBX CPX Hi-Com 300E Model 80EP with 9006.6 software.Conference Bridge, 96 digital ports must be installed, with on site training at installation, FOB destination, DATA backup drive and/or backup cartridge, licensing, hardware and necessary incidentals. Equipment must be 19 inch rack mountable. Delivery and installation to be made to 333 Broadway Blvd, Albuquerque, NM 87102. Delivery shall be made 30 days after receipt of Notice of Award. The provisions of FAR 52.212.5, Contract Terms and Conditions required to implement statutes or executive orders, commercial items, apply to this acquisition. The following FAR clauses cited within that provision are applicable, equal opportunity, affirmative action for special disabled and Vietnam ERA Veterans, Affirmative Action for Handicapped Workers, Employment Reports on Special Disabled Veteran and Veterans of the Vietnam era, Buy American Act supplies, Buy American Act North American Free Trade Agreement Implementation Act. Standard commercial warranty applies to the items purchased under this solicitation. Please note that a vendor may bid an entirely different conference system and allow a trade in value for our existing 48 port Conference system. Existing is a Consortium 48 Port Conference Server using Version 4.0 software, System Manager Workstation, client workstation software with unlimited seats, Scheduler (IVR), E-Mail Interface, Web server, Internal DAT Drive with Back-up Cartridge. Also included were the two T1 cards to interface the PBX. Contract award, the Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost or price and other factors considered. Evaluation of offerors will be made on a best value basis Evaluation factors in descending order of importance are (1) technical capability of the item offered to meet the Government's requirements and (2) price. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government may award a contract on initial offers received without discussions. Therefore, each initial offer should contain the offer's best terms from a cost or price and technical standpoint. Responses to this solicitation are due COB September 3, 2001 and should be mailed to: Southwest Regional Office, Contracting Office, 333 Broadway Blvd SE, Albuquerque, NM 87102. Vendors wishing to respond to this solicitation should provide this office with the following: A price quote on company letterhead for the requested items, showing unit price, extended price FOB, Prompt Payment Terms and correct remittance address, and a completed copy of FAR Clause 52.212.3. Offer Representations and Certifications or the offer will be rejected. Facsimile and telegraphic offers will not be accepted. Please reference solicitation number on your offer and/or proposal. Offers must be in writing. Offers via fax will not be accepted.
