Description

NASA/KSC plans to issue a Request for Quotation (RFQ) for Vivaldi II, with 10bit Serial Digital Interface (SDI) and Zoom, Model Number V9520002 -- Base Period: 5 each; Option Period 1: 10 each; Option Period 2: 60 each; Option Period 3: 60 each. The Government's required delivery schedule for the Base Period is August 31, 2001. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Broadcast International Group. The authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies will satisfy agency requirements. The items required are available only from the original source as this is a follow on contract for highly specialized equipment in support of the Operational Television (OTV) Modernization Project. An extensive amount of development work has already been accomplished to support the Operational Television (OTV) Modernization Project. Substituting the required equipment will result in significant schedule delays and additional unrecoverable resources will be expended needlessly resulting in an evaluation that will not yield different results from the previous procurement's evaluation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
