- NOTICE OF CONTRACT ACTION (NOCA). This announcement serves as notice that on or about 17 Aug 01, the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Program Office, ESC, Hanscom AFB, MA 01731 intends to solicit and negotiate with Computer Sciences Corporation (CSC) of Fairfax, VA for the development of software patches for DCAPES Increment 1 fixes within 6 months of DCAPES Increment 1 delivery (Oct 01) and the development of DCAPES Increment 2. One (1) option to provide Type 1 training for both operator and maintainer on the developed software will be included in the contract. This notice of intent is not a request for competitive proposals. The notice signifies the Government's intent to issue a sole source contract, pursuant to 10 USC 2304(c)(1) to CSC, Fairfax, VA. A Sources Sought Synopsis was previously published in the Commerce Business Daily on 9 July 2001. This capability will support the Air Force's participation in the Joint Operations Planning and Execution process. This support includes all levels of command, across the operational continuum using modern integrated tools, shared infrastructure, and common data consistent with the Air Force C2 vision in planning and executing mobilization, deployment, sustainment, termination, redeployment, reconstitution, and portions of employment, as well as enhancing readiness/availability reporting. The period of performance for execution will not exceed 22 months from contract award date. This synopsis is for information and planning purposes and does not constitute an Invitation for Bids (IFB) or Request for Proposal (RFP). This notice should not to be construed as a commitment by the Government. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
