Description
Solicitation SP0600-02-R-0118 for COCO Storage Services in the Houston area. Defense Fuel Support Point services are required in the area of Houston, Texas for the period beginning February 1, 2002 (performance period will be five years with three five year options to use. 1. Area of Consideration: Houston, Texas. 2. Tankage Required: a. Turbine Fuel Aviation Grade JP5: a minimum of 500,000 barrels in at least four tanks, with one tank a minimum of 5,000 barrels connected to a truck full stand. Note: Offerors who are unable to provide facilities that can simultaneously receive from all suppliers and issue to all pipeline and vessel systems must provide an additional 125,000 barrels of JP5 storage; b. Turbine Fuel Aviation Grade JP8: a minimum of 350,000 barrels in at least four tanks, with one tank a minimum of 5,000 barrels connected to a truck stand. NOTE: Offerors who are unable to provide facilities that can simultaneously receive from all suppliers and issue to all pipeline and vessel systems must provide an additional 100,000 barrels of JP8 storage; and c. Fuel Naval Distillate F76: a minimum of 350,000 barrels in at least four tanks, with one tank a minimum of 5,000 barrels connected to a truck fill stand. 3. Estimated throughput: Product JP-8, throughput 2,800,000; Product JP-5, throughput 6,000,000; Product F76, throughput 2,700,000, and Product Combined, throughput 11,500,000. The list estimated throughput by product and a combined throughput total. These estimates are based on previous years throughputs. The estimate is in barrels. Throughput is computed as follows: Receipts plus shipments divided by two. The estimated throughput quantity does not include the initial fill of the terminal. 4. Grade of Product: Turbine fuel aviation, grades JP5 and JP8 and Naval Distillate Fuel, grade F76. 5. Receiving Capability: a. The Contractor's facility must be capable of receiving product on a 24-hour per day, 7 day per week basis via a Contractor-furnished connection to the following Common Carrier Pipeline System, and the TEPPCO Pipeline System) at rates compatible with the Common Carrier Pipeline Systems; b. The Contractor's facility must be capable of receiving product on a 24 hour per day, 7-day per week basis via Tanker and Barge; c. The Contractor's facility must be capable of receiving by tank truck which occasionally may be scheduled for return product during normal work hours, 7:00 a.m. to 4:00 p.m., five days per week, Saturdays, Sundays and holidays excepted as stipulated in the wage determination and in excess of in excess of those hours on an overtime basis; d. The Contractor must have the capability to receive and ship each government-owned product simultaneously. 6. Shipping Capability: a. The contractor's facility must be capable of shipping product on a 24-hour per day, 7 day per week basis via a contractor-furnished connection; b. The contractor's facility must be capable of shipping product on a 24-hour per day, 7-day per week basis via Tanker and Barge; c. The contractor's facility must be capable of shipping by tank truck during normal work hours; and d. The Contractor must have the capability to receive and ship each government-owned product simultaneously. 7. Clause B34.01, Ancillary Facilities: a. Storage Tanks and Facilities: All tanks and facilities must meet the minimum requirements of the current API standards, the NFPA codes, and all laws, regulation, etc., applicable to tanks and facilities of the type to be provided; b. Government-furnished tank trucks: The contractor's tank truck loading facilities must provide unrestricted access to government-furnished tank trucks; c. Loading & Shipping U.S. Army (Polex) tank trucks: Contractor's tank truck loading facilities must be capable of providing two Scully Port Cane, SP-10, Probe Assembly Kits to be utilized in conjunction with the Contractor's truck fill stand facility as necessary to load U.S. Army tank trucks that are not equipped with a compatible Scully Ground System which is normally used to load commercial tank trucks; d. Dock Facilities: Two separate dock facilities capable of loading or discharging simultaneously; e. Product Filtration Capability: The contractor's truck fill facilities must be equipped with a filtration system capable of meeting the requirements of API Bulletin 1581, Category M and Type S for tank truck loading and tank-to-tank transfers; f. Additive Injection: The contractor shall provide a separate injection system for the injection of each government-furnished additive, Anti-Static Additive, into the product during tank truck loading operations; g. Fuel Automated System (FAS) ADP Equipment: 1. The contractor shall provide a computer system with minimum specifications; and 2. The Contractor shall input inventory data of government-owned product directly into the government's fuel automated system (FAS) utilizing the government-furnished computer software; h. Electronic Freight Payment: Must be signed onto PowerTrack for electronic bill processing; i. Office space: The contractor shall provide for three government QSR's, 500 square feet of office space and janitorial services for the QSR office of the same quality and type that the Contractor; j. Telephones: The Contractor shall provide three telephones installed on two dedicated lines for used by the QSR's; k. Facsimile Machine: The government will furnish a facsimile machine and telephone answering machine to the QSR office; Note: The monthly telephone bill will be reimbursed by the government upon presentation of supporting documentation and an invoice certified by the QAR. No fee or administrative charge will be allowed to be added to the bill.
