- Description
- This is a combined synopsis/solicitation for the Upgrade of Engine Test Cell prepared IAW FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation DAHA14 01 R 4005 is issued as an RFP. This is a solicitation document and incorporates provisions are those in effect through Federal Acquisition Circular 97-27. NAICS code is 334515. This requirement is for the Advance Turbine Engine Army Maintenance Team, Kansas Army National Guard, Bldg. 1460, Fort Riley, Kansas. This requirement involves specialized services to upgrade the engine test cell in Building 1460 on Ft Riley Kansas. The final product must be capable of testing the AGT-1500 turbine engine in accordance with ETP-21500 DECU. The test results must be able to pass a certified correlation with the OEM (Honeywell, Phoenix AZ) test cell. The final product must be capable of providing a generic software program that the user can use to tailor in testing of reciprocating engines within the Army Inventory. Government Furnished Equipment and Responsibilities: The government will provide existing physical plant space for the test cell and or control room. The existing operating equipment currently installed may be reused as required. The government will provide (2) two separate waterbrake systems in the test cell, which may be independently operated. (1) One waterbrake system will be designated primarily for reciprocating engines. The waterbrake and its control system will be permanently fixed in the cell. The second waterbrake system consisting of a control system and (2) two portable water brakes will be designated for turbine engines. The control system for the turbine engines will be permanently fixed in the cell. The government will provide the currently installed water control system and cooling tower and the ETP-21500 DECU test program manual. This document is under the proprietary ownership of Honeywell Engine and Services, Phoenix Arizona 85072. The government will provide access to electrical power, as it currently exists in building 1460. The Government will provide access to the facility for a site survey prior to proposal submittal. Contractor Furnished Equipment and Responsibilities: The contractor proposal should include design, construction and verification of the hardware and software for the AGT-1500 turbine engine meeting ETP 21500 specifications using the existing test cell. A preliminary and critical design review will be performed to ensure the design meets acceptable criteria. The contractor proposal should include the option of Test Cell Correlation. Correlation will be performed against a baseline Honeywell test facility. The contractor proposal should include design, construction, and verification of the hardware and software used for testing of all reciprocating engine currently in the Army Inventory. The contractor proposal should include all equipment necessary to complete the Test Cell that is not designated as "Government Furnished". The contractor will be responsible for all necessary permits. The contractor will be responsible for maintaining the work site in a clean and safe condition. (Production work will continue in building 1460 during the project). The contractor proposal should include an option for providing one complete "Dress Kit" for the AGT-1500 engine. The required sensors, wiring, hoses, and controls for the testing of reciprocating engines will be of generic nature and at a minimum be able to support the following reciprocating engines: (1) AVDS-1790 Continental F41912 Allison (2) 6059T John Deere (3) NHC-250 Cummings; NTC-400 Cummings; VTA-903 Cummings; 6CTA8.3 Cummings (4) LDT-465 White/Hercules; LDS-465 White/Hercules 6.2/6.5L General Motors Diesel; 6V53 Detroit Diesel; 8V71 Detroit Diesel; 8V92 Detroit Diesel (5) 60 Series Detroit Diesel with DDEC III engine controller (6) 3116 Caterpillar Diesel Engine The contractor proposal shall include providing a backup set of sensors, gauges, sending units, and any other item requiring periodic calibration or maintenance higher than user level. The contractor proposal shall include providing a technical data package to support Operation, Maintenance, and Calibration of the test cell equipment, including the Government Furnished equipment, in best commercial format. A complete technical data package to support Government furnished equipment may not be available from the Government. The contractor proposal shall include all technical training for (10) ten personnel in operation and maintenance of test cell. Contractor proposal shall include technical and data support of test cell for a period of (1) one year, with the Government option for renewal for another (10) ten years, including support of all hardware and software installed in the cell. Proposals will be evaluated and award will be made on the basis of lowest priced technically acceptable proposal. All proposals will be evaluated on a go/no go basis. Prospective contractors must provide evidence of their prior experience and capability to perform the required work. The provision at FAR 52.212-3, Offeror Representations and Certifications (12/2000) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (5/1999) applies to this acquisition. The clause at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (8/2000) applies to this acquisition.
