DESC: THE NAVAL OCEANOGRAPHIC OFFICE (NAVOCEANO) intends to negotiate and award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Price purchase order under Simplified Acquisition Procedures set forth in Federal Acquisition Regulation (FAR) part 12, and FAR 13, Simplified Acquisition Procedures with an anticipated award date on or before August 30, 2001 to Canadian Commercial Corporation, 50 O'Connor Street, Ottawa Ontario, Canada and Interactive Visualization Systems, Inc. (IVS), Incutech Build, UNB Campus, P O Box 69000, Frederictoion, NB Canada E3B 6C2 for a quantity up to twenty-one (21) Fledermaus tools, software licenses, documentation, maintenance, and training in accordance with Government specifications. Fledermaus is a suite of interoperable multi-beam sonar and imagery tool for use with Bathymetry/Hydrography data editing. The Fledermaus tool including support will in a post-survey mode efficiently clean and allow operators to quality control high resolution multi-beam sonar data collected aboard NAVOCEANO's survey platform including appropriate perpetual and any required software key and user guide/operator manual. The IDIQ will be for a base period of twelve (12) months and three (3) additional twelve (12) month option periods. A basic quantity of seven (7) suites of Fledermaus and licenses with a required delivery date of not more than forty-five to sixty (45-60) days is required. The options, if exercised, will require delivery within forty-five to sixty (45-60) days after the options are exercised for Fledermaus with maintenance for one year for each Fledermaus tool acquired under the IDIQ purchase order. This commercial item procurement is in accordance with FAR 6.302-1, One Responsible Source (10 U.S.C. 2304(c)(1). The basis for this proposed non-competitive action is Canadian Commercial Corporation/IVS is the only known firm that currently possesses the knowledge, experience and technically compliant tool that meets the Government specifications for operation on the NAVOCEANO survey platform with the ability to provide the requirement within the Navy's timeframe.
