- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. 2. The solicitation number is Q1730010037. The solicitation is issued as a Request For Quotation (RFQ). The range is $25,000 to $100,000. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21, December 20, 2000. 4. This solicitation is subject to full and open competition and is open to firms of all sizes. 5. The NAICS code is 421490. The small business size standard is 100 employees. 6. Elemental Analyzer, Quantity: 1. 7. Required delivery date: September 28, 2001. 8. FOB Destination. Place of delivery: Colina Rivetts, Cape Cod National Seashore, 204 Marconi Maintenance Road, South Wellfleet, MA 02663. 9. Specifications for the purchase of an Elemental Analyzer for determination of Nitrogen, Carbon, and Sulfur in Soils, Sediments, and Filters (Liquid Samples):  Must utilize "continuous flow" design for a simple yet effective analysis of all components required.  The entire volume of gas resulting from the dynamic flash combustion of the sample must be analyzed by complete separation in a GC column and detection by TCD (Thermal Conductivity Detector) for greater accuracy and precision.  Instrument must not employ techniques such as gas splitting, aliquot sampling, dilution, or trapping of gases for subsequent analysis, which complicate the system, offer multiple opportunities for error, and increase operational costs.  Design must permit operational interface capability with isotope ratio mass spectrometers for analysis of stable isotopes of nitrogen and carbon or trace sulfur analyses by Flame Photometric Detector.  Must offer the capability of direct introduction of liquid samples by optional manual or automatic injection devices.  Software must allow detector gain to be alternated between x1 and x10 during an analysis resulting in greater sensitivity for low levels of specific elements.  Instrument must use no lead-based reagents for any configuration.  Instrument must offer a detection limit of at least 100ppm for analysis. 10.The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 11.A single award will be made. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) price, (b) ability of proposed equipment to meet the requirements. 11.Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 12. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. 13.
