Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation is issued as a request for quote (RFQ). The RFQ number is DTCG80-01-X-3FAN39. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. This is 100% small business set aside. The associated North American Industry Classification System (NAICS) Code is 333415, and the size standard is 750 employees. Requirement is for two (2)each Chill Water Air Conditioning Plants for the U.S. Coast Guard Cutter EAGLE. The following requirements shall be met: Compressor/Motor: Semi-Hermetic, Direct Drive, Downloading Capability based on Chill Water Loads, Crank Case Heaters, 440 VAC, 3 Phase; Refrigerant: R134a; Control Circuit: Two (2) Stage Thermostat Sensing Chill Water Temperature Self Contained Control Panel; Evaporator: Common Chill Barrel; Condenser: Seawater; Protection: Oil safety protection, Solid State Motor Protection; Other: Maximum Dimensions are 7 feet 2 inches long, 3 feet wide and 3 feet high, Marine Grade, Skid Mounted with a metal protective frame, 90/10 CuNi Sea Water piping with connection flanges, Connections for chill water piping, Connections for electrical power cables, must operate on a pump down solenoid. 4 sets of Technical Manuals shall be delivered with the units. Layout drawings are required 30 days after purchase order award date. A Factory Technical Representative is required at U.S. Coast Yard, Baltimore, MD to assist with initial system start and training at a date and time to be determined. Delivery will be FOB destination to Coast Guard Yard, Baltimore Maryland within 15 weeks after date of purchase order. Acceptance of the units will be at destination. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the government. This will be a Firm-Fixed Price purchase order. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's requirement. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR)Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability of the item offered to meet the Government requirements; (B) Past Performance, and (C) Price. The Government reserves the right to award a purchase order without discussions.
