Description
This announcement constitutes a Sources Sought Synopsis. The Air Force would like to replace the existing Aft Seat Head-Up Display (HUD) Monitor (ASHM) with a more reliable, longer life monitor with a ten-year warranty, under the Falcon Flex Program. We are looking for an ASHM that would offer "best value" to the government. This ASHM would be a Form, Fit, Function, and Interface replacement for the existing ASHM. The following information is provided to assist the Air Force in conducting a market research of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or Invitation for Bid. We are seeking contractors who are interested in designing and manufacturing a high reliability ASHM using modern technology rather than traditional build to print requirements. The F-16 Logistics Operations Division, Avionics Section, has a requirement for as many as 250 ASHMS. The new ASHM will replace the current ASHM. The following four part numbers identifies the current ASHM and their national Stock Numbers (NSNS): Part Number NSN ___________ ___ 16VE386-1 1270-01-279-4724 16VE386-2 1270-01-325-9296 16VE386-3 1270-01-357-1351 16VE514-3 1270-01-407-3028 A top-level drawing set describing the ASHM function and current design information is available at Hill AFB within a CD in MSWord, PDF, and TIF format. Requests for data should be faxed to OO-ALC/PKSXD, Sylvia Lynch at (801)777-7522. Although the current design is monochrome RS170, the new design shall accept either RS170 or RS170A. Provision for conversion to Digital video can be proposed as an option. The new ASHM will be required to operate in Day, Night, NVIS and BIT modes. Interested parties would be required to provide estimated cost and predicted MTBF for the design of the new ASHM. Interested parties are requested to submit two copies of a summary of the capabilities and facilities they have which will allow them to perform the development and manufacture of the new ASHM. Rough order of magnitude (ROM) cost estimates are also solicited as an aid in the budgeting process. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited. Written responses must be submitted by September 05, 2001, to OO-ALC/LGKE, Attn: Cheryl Dumas, 6072 Fir Ave, HIll AFB, UT 85056-5820. Please direct technical questions to Mac Mesdaghi, (801)775-4586 or e-mail mac.mesdaghi@hill.af.mil and contractual questions to Cheryl Dumas, (801)777-5777 or e-mail cheryl dumas@hill.af.mil. The approximate issue/response date will be 27 JUL 2001. Electronic procedure will be used for this solicitation. See our Web page.
