- National Institutes of Health, Construction Contracting Branch, ORS, 9000 Rockville Pike, Bldg. 13, Room G800, Bethesda, Maryland 20892. MINOR CONSTRUCTION, ALTERATIONS AND REHABILITATION OF VARIOUS NIH FACILITES IN BETHESDA, POOLESVILLE, BALTIMORE AND OTHER NIH CONTROLLED FACILITES, TASK ORDER CONTRACT (TOC). The Solicitation Number for this announcement is 292-01-P-(CL)-0006 (This is a Full and Open Competition). The National Institutes of Health (NIH) plans to enter into a TOC for construction projects for small to medium sized alteration, repair, and modernization projects on the NIH campus in Bethesda, Md., the Animal Center in Poolesville, Md., and the other NIH controlled buildings in the Washington metropolitan and Baltimore area. The contract type will be fixed price, indefinite quantity, similar to the Army Job Order Contract (JOC), the Air Force Simplified Acquisition Base Engineering Requirements (SABER) contract, and the NASA Goddard Space Flight Center Delivery Order Contract (DOC). The acquisition includes a base year period of 12 months and four option years for a contract total ceiling of $200 million. The contract contains four potential option years, if exercised, for a total duration of 60 months, including base year. A minimum of $100,001 is guaranteed to the awardee at the time of award of the contract. The maximum individual order limitation is $750,001.00 and the minimum is $100,001.00 The estimated type of work, by percentage, are the following: General and Miscellaneous Alterations (mechanical rooms, utilities, public space, etc.) 36 percent, Office Space 28 percent, Laboratory Facilities and Areas 15 percent, Animal Areas 13 percent, Patient Care Facilities and Areas 5 percent, Residential Areas 3 percent. These are anticipated percentages based on historical data and are not necessarily what actually will be experienced under this contract. The Contractor shall provide all management, supervision, labor, materials, tools, and equipment for complete and total performance of the executed orders against the contract. response to After award, individual task orders will be awarded based upon using the NIH local cost data(LCD) pricing book. The unit prices will be adjusted using the pricing factors to be submitted with the response to this RFP.. BASIS OF AWARD: The award will be based on an evaluation of the Offerer's management proposals. The following conditions must be met for any offer to be eligible for further consideration: (1) The offer must be deemed responsible, in accordance with the standards in FAR Subpart 9.1. (2) The Offerer's proposal must fully comply with all laws, regulations, and the conditions set forth in this solicitation. Proposals, which are unrealistic in terms of management, technical quality, or coefficients, will be deemed indicative of a failure to comprehend the risks and complexity of the proposed contractual requirements herein, and will be rejected. Among those offers satisfying the above conditions, the Government will select the proposal representing the "best-value" and which will be most advantageous to the Government. Evaluation of each proposal will be an integrated assessment of each Offerer's ability to manage effectively and simultaneously a large number of multi-discipline projects of various sizes and in various geographic locations within the geographic radius described earlier in this solicitation. In selecting the offer deemed most advantageous to the Government, the following factors will be considered. Refer to Section L for detailed descriptions in each category. Award will be made considering PAST PERFORMANCE, TECHNICAL/MANAGEMENT FACTORS AND COST. All evaluation factors other than Cost and Price, when combined, are significantly more important than Cost or Price. Past Performance is considered equal in importance to the Technical/Management Factors and when considered together are more importance than Price. Of the four Technical/Management Factors, Factor 1, Factor 2, and Factor 3 are equal to each other and the most importance, followed by Factor 4. Both Past Performance and Technical/Management Factors will be rated by adjectival methods. Ratings for Past Performance will be Excellent, Good, Marginal and Poor. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably. The Government may use past performance information obtained from other than the sources identified by the Offerer and the information obtained will be used for both the responsibility determination and the best value decision. Ratings for Technical/Management Factors will be Exceptional, Acceptable, Marginal and Unacceptable. The Technical/Management Factors more specifically are as follows: Factor 1 -- Relevant Project Experience, (i) Project Budget/Schedule, (ii) Project Size, (iii) Project Quality, (iv) Project Type, (v) Client Type, (vi) Service Scope. Factor 2 -- Management Plan, (i) Staffing Plan, (ii) Key Personnel, (iii) Project Management, (iv) Quality Assurance and Quality Control Plan. Factor 3 -- Subcontracting Management Capabilities, (i) Participation of Small, Small Disadvantaged, Women Owned and HUB Zone Businesses, (ii) Compliance with Subcontracting Plan Goals for Small, Small Disadvantaged, Women Owned and HUB Zone Businesses, (iii) Subcontractor Selection Process, (iv) Experience in Subcontract Procurement and Administration. Factor 4 -- Partnering. Cost and Pricing factors will be evaluated for cost realism, fairness, and reasonableness. Each task order will be priced using Local Cost Data (LCD) booklet, provided as an attachment to this solicitation. This pricing, in sum known as the Estimated Direct Cost, shall be adjusted in accordance with the agreed modifiers and escalation factors as follows: Task Order Price {Estimated Direct Cost + Escalation} x {Pricing Coefficient}, where the Pricing Coefficient {Cost Coefficient} x {Location Factor} x {Time Factor} x {Scaling Factor} x {Profit}. The Offeror shall submit these factors which shall remain firm and fixed for the duration of the base contract and subsequent option years. The Offeror will assume that 90 percent of the work under the contract will be performed during standard work hours. The remaining 10 percent will be assumed to be performed on a non-standard basis. Cost data to be contained in the Offerer's price proposal in accordance with Section B of the solicitation , entitled "Price Proposal", is to be used to determine the Offerer's overall understanding of program requirements and his ability to perform. Offerers are advised the Government intends to evaluate proposals and award a contract without discussions with Offerers (except communications conducted for the purpose of minor clarifications). Therefore, each initial offer should contain the Offerer's best terms from a management and cost standpoint. However, the Government reserves the right to conduct discussions later if determined by the Contracting Officer to be necessary. The Solicitation will be released 15 calendar days after publication of this announcement and the proposals due per the solicitation documents. This Solicitation is the first of a group of Indefinite Delivery/Indefinite Quantity Fixed Price Construction Contracts to be awarded at the NIH. The follow on contracts will be an 8(a) IDIQ Multi Award, Minimum Task Order Amount $1.00, Maximum $100,000.00, and a Full and Open Multi Award Minimum Task Order Amount $750,001.00, Maximum Task Order Amount $10,000,000.00.
