Description

Consistent with the Presidential Transition Act of 2000, the General Services Administration (GSA) plans to award a contract to Council for Excellence in Government (CEG) which will collaborate with with a coalition of public policy and management groups to develop a program of orientation sesions. The sessions will provide appointees (and nominees) an understanding of The President's vision, values, goals, policies and exceptions; The President's management and performance agenda; How to work within the Administration (including the White House) to get things done; and how to successfully accomplish all of this within the framework of existing laws, Executive Orders and regulations. GSA plans to award a sole source contract to CEG, GSA belives that CEG is the only source possessing the necessary expertise to perform these functions. Any other firm desiring consideration must fully identify its capability to perform this requirement within the time and budget allotted. See Note 22. (Substitute 15 days proposal receipt period in lieu of 45 day period) Please note that this is NOT a Request for Proposals (RFP) and NO solicitation will be issued as a result of this notice.
