Description
The National Oceanic and Atmospheric Administration (NOAA), Space Environment Center (SEC) located in Boulder, CO requires a video company to incorporate footage of various ages and qualities into a coherent story of the Solar X-ray Imager, from inception to launch and operation (some of that footage is interviews of key people, audience reaction to the Launch, press briefing, post-launch breakfast, and general shots of Cape Canaveral). The story shall be both science education and a human story. Supplier must develop a story line, shoot any supporting or additional footage, cut and assemble, provide music, voice-over and final Beta and VHS copies. The Government will provide approximately 16 hours of raw footage which accounts for 30 per cent of the project; the Government will provide archived public domain footage which accounts for 20 per cent of the project. New footage, amounting to 50% of the project, would include SXI development on-location in Palo Alto at Lockheed-Martin, and NESDIS Spacecraft Operations Center in Suitland, MD. Final product must be completed by October 31, 2001. The final production must be TV broadcast quality and length (for a 30 minute slot). Target audience would be a science-interested public, like several of the science programs on prime time television. In accordance with the Rehabilitation Act, Section 508, the video shall be open or closed captioned, shall be audio described and the display or presentation of alternate text presentation or audio descriptions shall be user-selectable unless permanent. Evaluation criteria shall include: 1) experience with developing materials related to subjects involving science e.g. space and weather; 2) experience with handling archival footage and stills with dynamic effect; 3) experience dealing with non-professional talent and 4) price. The award decision will be based upon the best value to the Government, with experience with the above specified evaluation criteria being considered as well as price. Department of Labor Wage rates shall apply to any resulting order. Payment terms are net 30 unless a discount is offered for earlier payments. A firm fixed quote with a break out of charges is required. Proposals are due by August 23, 2001 and must include samples of your work. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000).
