NOTICE OF CONTRACT ACTION AAC/PKZA, 205 West D Ave STE 467 Bldg. 350, Eglin AFB, FL 32542-6864 R -- SUSTAINING ENGINEERING SERVICES DUE POC: Ms. Amy Spielman, (850) 882-4603 ext. 4553, Contract Specialist. =20 A request for proposal for a sole source procurement is contemplated to be released within 30 days to AIL Systems Inc., Technical Services Operations, 254 East Avenue K-4, Lancaster CA 93535. A sources sought synopsis was published on July 02, 2001. The services are deemed to be available only from the original source, AIL, since this follow-on contract is for the continued provision of highly specialized services where it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays would occur in fulfilling the agency?s requirements. Sustaining Engineering Services are being sought in support of the AN/ALQ-161A test line located in the Reprogrammable Electronic Warfare Systems Test (REWST) Facility, 16th Electronic Warfare Squadron (16 EWS), Eglin AFB, FL. Tasks consist of responses to recurring and non-recurring engineering tasks in support of B-1B EW operational test requirements. Planned taskings will directly support the maintenance, operation and technical capabilities of the AN/ALQ-161A mockup and associated support equipment located in and/or supporting the REWST Facility to include the transportable test line (TTL). This contract includes all 16 EWS support equipment requirements including those common with other weapons systems. Period of performance is from the date of contract award through 30 September 2002 with the options to purchase additional years up to 60 months. Prior to performance, all contractor personnel must be United States citizens and possess Secret security clearances. Contractor must have a prior and detailed working knowledge of the design, operation and maintenance of the AN/ALQ-161A, the REWST Facility, AIL special test equipment, AIL instrumentation and data reduction software, B-1B aircraft systems, and their simulations in the REWST Facility, and the ASQ-184 controls and displays. The contractor must be familiar with the technical theory and application of VAX architecture and programming, Versa Modular European (VME) based computer systems, X-windows programming and applications, ETHERNET local area networks, and Military Standard 1553B data bus operations. Prospective offerors should have a working knowledge of EW principles and equipment to include radar receiver and transmitter systems, advanced digital signal processing and transmission line, antenna and electromagnetic wave theory. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). Firms having applicable background, interest, and capability may submit particulars, in accordance with Note 22, within 15 days of publication to AAC/PKZA, Attn: Amy M. Spielman, 205 West D Ave, Ste 433, Eglin AFB FL 32542. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection decision. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
