- This is a combined synopsis/solicitation. Request for Quotation #RFQ453-0029-1, entitled "Temporary Diagnostic Radiological Technologist Services" is hereby issued for commercial items and is prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Contractor's proposals, technical and price, are herein requested. A response to requirements listed below shall be submitted on contractor's letterhead or formal quotation form and must address all requirements. Contractor's price and technical proposal must contain the name, title, and signature of person authorized to submit proposals on behalf of the contractor. Solicitation Number RFQ-453-0029 is issued as a Request For Quotation and incorporates provision and clauses in effect through Federal Acquisition Circular 97-27. NAICS Code 561320 applies to this procurement and the small business size standard is $10 million. FOB Point: Destination. Technologist must be certified under American Registry of Radiologic Technologists (ARRT). Services will be provided at the Federal Correctional Complex, Butner, North Carolina. Contract is a non-personal health care services contract, under which the provider functions as an independent employee. The services are contractual in nature and not a personnel appointment. The contractor will perform routine and special diagnostic radiologic testing procedures to include, but not limited to, chest films, PA and lateral, extremities, skulls, sinuses, upper GI procedures, barium enemas, and IVP's for the inmate population at the Federal Correctional Complex. The contractor's employee will work for a period of approximately 120 government work days. The work schedule will consist of a 40 hour work week with no overtime or on-call anticipated. The projected schedule is Monday through Friday, 7:30 a.m. to 4:00 p.m., with a 30 minute lunch break. Schedule may be subject to some variation depending upon the needs of the Federal Correctional Complex. The contractor will be required to sign the Health Services Contractor Arrival and Departure Log. All supplies and personal protective equipment that the contractor may routinely need will be provided by the FCC. All medical records will remain the property of the FCC. The services, although not directly supervised, will be reviewed by the designated Contracting Officer's Technical Representative (COTR) on the staff of FMC Butner. The COTR will monitor the contractor's performance of the required services. The Government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered (e.g., professional judgements). The contractor will be responsible for performing procedures on inmates currently housed at the FCC. Additional duties may include filing exposed films, coordinating the procedure schedule with medical records staff, and monitoring film and related supply inventories. The Contractor will not be subject to Government supervision, except for security related matters. The contractor is required to indemnify the Government for any liability producing act or omission by the contractor, its employees and agents occurring during the contract performance. The contractor must maintain medical liability insurance, in a coverage amount acceptable to the contracting officer, which is not less than the amount normally prevailing within the local community for Diagnostic Radiology Technicians. The contractor is required to ensure that its subcontracts for provisions of health care services contain the requirements of the clause at Federal Acquisition Regulation 52.237-7, including the maintenance of medical liability insurance. Patient Management: When a radiology procedure has been ordered by a member of the medical staff the contractor will be responsible for scheduling the inmate for the procedure, taking necessary films, submitting subsequent diagnostic imaging reports to the appropriate medical staff for review, and filing the initialed report in the appropriate inmate medical file. Inmate Management: The contractor will report any inmate infractions of institutional rules and regulations to the Correctional Services Supervisor, Health Services Administrator, or institutional staff. Institution Security: The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contractor will attend an orientation program prior to assuming institutional duties. Attendance at such required orientations will be considered time worked. The resultant contract will require the contractor to operate a system of records as identified for medical treatment documentation, and will require adherence to the Privacy Act of 1974. Security requirements apply to all services performed at BOP facilities. Prospective contractors are advised that the following security requirements apply to contractors entering the institution: (1) National Crime Information Center (NCIC) check; (2) DOJ-99 (name check); (3) FD-258 (fingerprint check); (4) Law Enforcement Agency check; (5) Vouchering of Employers; (6) Resume/Personal Qualifications; (7) OPM-329-A (Authority for Release of Information); (8) National Agency Check and Inquiries (NACI) check, if applicable; (9) Urinalysis Test. Restrictions of Contract Workers: The contractor shall not supervise inmates or BOP staff; participate in inmate accountability; formulate policies or procedures; or attend staff recall or other staff functions. Anticipated Period of Performance: One hundred twenty government work days from start date. Services will not be required on federal holidays or weekends within this performance period.
