- This is not an RFP, but a survey to locate potential sources capable of performing the proposed work. It is anticipated that a Contractor will be required for the Development of Manuals for Seismic Installation of Electrical and Mechanical Equipment. FEMA has produced a substantial number of manuals and related documents on how to make existing buildings more resistant to the effects of earthquakes. The twin objectives of this program are not only to protect lives, but also lessen physical damage and thus protect the investment in the physical plant from the effects of earthquakes. The current manuals and documents, though well received, have major limitations. That is, they are all directed at professional audiences: design, construction, regulatory, academic, owners and the like. The Earthquake Engineering Research Institute illuminated a white paper, Construction Quality Education and Seismic Safety, which emphasized inter alia, the need for better education of construction crafts person and inspectors in order to achieve more seismic safety in our built environment. Objective 1 of the Seismic Rehabilitation of Buildings Strategic Plan 2005, FEMA 315 recommends that the FEMA existing buildings program, in its quest for seismically safe environments, turn its attention to particular and heretofore neglected stakeholders, such as ?construction specialists?, as a means to reach a broader set of users and thus expand its area of influence. The project?s principal objective shall be the development of one or more manuals that identify and amply illustrate the best practices in the seismic installation of electrical and mechanical (EM) equipment, so that it will perform more satisfactorily in case of earthquakes. The audience shall consist of crafts of persons who normally perform this type of installation at construction sites and inspectors who conduct quality control verification of such installation. The manuals must be consistent with the most recent approaches and engineering technologies developed by the existing buildings segment of the National Earthquake Hazard Reduction Program, principally: Pre-Standard and Community for the Seismic Rehabilitation of Buildings, FEMA 356; Commentary on the NEHRP Guidelines for the Seismic Rehabilitation of Buildings, FEMA 276; and Handbook for the Seismic Evaluation of Buildings ?A Pre-Standard, FEMA 310. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) demonstrated experience in the ability to develop detailed program management plans; (2) demonstrated experience in the ability to form a Focus Group consisting of representatives of the intended audience drawn from principal seismic areas of the country; (3) demonstrated experience in the ability to collect, organize, and analyze information relevant to the installation of electrical and mechanical equipment in the seismic rehabilitation of buildings; and (4) demonstrated experience in the ability to prepare manuals on seismic installation of electrical and mechanical equipment. Firms with these capabilities are invited to submit complete information to the procuring office identified in this notice in three (3) copies within fifteen (15) calendar days from the date of this notice. Information furnished should include: (1) the number and professional qualifications of scientists, engineers, technical and other appropriate personnel; (2) company experiences related to the proposed project; (3) a description of general and special facilities; (4) a current financial statement; and (5) other literature which demonstrates minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with American Society of Civil Engineers (ASCE) on a noncompetitive basis.
