- The Synopsis posted on July 23, 2001, reference solicitation number 13-SSC-O-01-19 is hereby changed to read: The Stennis Space Center Procurement Office intends to issue a sole source, firm fixed price Indefinite Delivery/Indefinite Quantity contract to Earth Watch Inc., Longmont CO. 80501, for a large volume of space-based high spatial resolution panchromatic and multispectral imagery of the Earth. This is a Commercial Item Acquisition under FAR Part 12. The panchromatic and multispectral imagery acquired in this procurement will be used by the NASA Earth Science community to conduct on-going global science and applications research. The imagery required must be of very high spatial resolution in order to be used in a wide range of anticipated science research and application studies. The system must be capable of providing panchromatic imagery with a spatial resolution of 0.62 meters and multispectral imagery at 2.48 meters. Additionally, multispectral imagery, with at least four channels corresponding to the blue, green, red, and near-infrared regions of the spectrum, must be available in order to conduct science research. The imagery must be space-based to efficiently achieve revisit times of less than 1 week while providing near global coverage of the Earth, in order to accommodate scientific research in a variety of locations around the world. Image data must be provided in a digital form that is acceptable by commonly used remote sensing and GIS software applications. The satellite imaging system must provide a large swath width and a large non-mosaicked scene size in order to produce same-day coverage of large contiguous areas of the Earth with little to no variation in solar illumination across an individual scene. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
