NASA/GRC plans to issue a Request for Quotation (RFQ) for the following accessories and add-ons to an existing infrared Nicolet Spectrometer:1. 1 ea. Solid Substrate Far-IR Beamsplitter (700-50 CM-1), Nicolet Model No. 840-129400; 2. 1 ea. Dual Detector Optics Motor and Flipper Mirror, Nicolet Model No. 840-076500; 3. 1 ea. DTGS Detector with Polyethylene Window (700-50-CM-1), Nicolet Model No. 840-070700; 4. 1 ea. Continuum IR microscope with automated reflectance/transmission sampling modes, Truview Continuous View/Sample Operation, P/N 869-0045-6991 Interface for Left Side, P/N 869-0045-449, English, P/N 834-018500 software, 3 day Microscope Training Course, Nicolet Model No. 912A0429; 5. 1 ea. Research Continuum optics configuration with 4 place nosepiece, 10X objective, motorized stage, dual detector optics, automation option C, integral continuum auto-focus-Nicolet Model No. 869-0045-303; 6. 1 ea. Color video camera with mount and optics with system, Nicolet Model No. 869-0045-337P; 7. 1 ea. Thermo Nicolet G-XT Video Image Card, Nicolet Model No. 222-190300; 8. 1 ea. Atlus Microscope automation and data parocessing software with video and stage control interaction, sample size calibration, Nicolet Model No. 834-002100; 9. 1 ea. Tilting Trinolcular Viewer with 10X eyepieces, Nicolet Model No. 869-4009-637; 10. 1 ea. 15X Infinity corrected reflachromat objective with variable sample compensation, Nicolet Model No. 869-0045-402; 11. 1 ea. 15X Infinity corrected reflachromat condenser with variable sample compensation, Nicolet Model No. 869-0045-403; 12. 1 ea. Stage Microruler -- Nicolet Model No. 869-4004-602; 13. 1 ea. LN2 Dewar, Nicolet Model No. 470-064700; 14. 1 ea. Continuum dual, automated detector optics, Nicolet Model No. 869-0045-429; 15. 1 ea. Thermo Nicolet MCT-A* Detector (11700-750 CM-1), Nicolet Model No. 869-0045-464. 16. 1 ea. Thermo Nicolet MCT-B Detector (11700-400 CM-1), Nicolet Model No. 869-0045-466. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Nicolet Instrument Company, 5225 Verona Road, Madison, WI 54711-0000 under the authority of 10 U.S.C. 2304(C)(1)Only One Responsible Source and No Other Suppllies or Services Will Satisfy Agency Requirements. The justification for lack of competition is that the accessories and add-ons shall be compatible with an existing piece of equipment. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10,2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
