- V-Harbor Tug Services Calumet harbor, Il and Burns Harbor, In This is a combined synopsis/solicitation for procurement of U.S. flag tug services to tow/shift Corps of Engineers owned or leased barges between Calumet Harbor and Burns Harbor on a requirements basis. Tugs must have sufficient size and horsepower to simultaneously tow 2 loaded deck barges with a cargo capacity of 2000 tons each between the above harbors. Contractor will be given 24 hours advance notice of start time for each towing/shifting requirement and contractor shall have 8 hours from the start time to complete the barge tow/shift unless a delay for weather is authorized. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. It is anticipated that 40 to 50 barges will have to be towed/shifted between the above harbors between 8/15/01 and 10/31/01. Quotes shall be submitted for towing/shifting a single barge between the harbors and for towing/shifting two barges simultaneously between the harbors. This is a small business set aside. All responsible sources may submit a quotation that will be considered by the agency. Availability in Calumet Harbor area of Chicago, IL between 8/15/01 and 10/31/01 is required. Quotations for the services described above are due by 4 P.M. Central Daylight Time on 8/08/01 and may be faxed to Deborah O'Donnell, CELRC-CT, Fax number 312-886-2891. Questions regarding this procurement must be submitted in writing via fax no later than 8/06/01. Selection and award will be made (on an aggregate basis) to the lowest priced quote for the towing of 20 two barge tows and 10 single barges between the above harbors. Payment will be made for the actual number of single and double barge tows/shifts performed. Evidence of the following minimum insurance requirement and limits must be received from a rated A+, or Superior by A.M. Best Company before the contractor can begin work. Comprehensive General Liability (occurrence policy form only) General Aggregate -- $2,000,000; Each Occurrence -$1,000,000; Fire Damage Legal Liability -- $50,000; Comprehensive Automobile Liability -- $1,000,000; Employer's Liability Each Occurrence $500,000; Policy Limit -- $500,000 and Each Employee $500,000, Works Compensation (as required by State Law or Federal Law and Umbrella Liability Each Occurrence and Aggregate $5,000,000.
