Description

The U.S. Geological Survey (USGS), Office of Management Services has a requirement for utility analysis and information services, including electronic bill consolidation and invoice processing/auditing. This requirement includes establishing and maintaining an Internet accessible database of utility costs and consumption data for the USGS. Services would also include collection of current and historical energy data; utility bill discrepancy flagging; payment tracking; generation of graphs, charts and reports that summarize energy cost/consumption for facilities at the local, regional, and bureau level, including the analysis of energy consumption patterns that would identify high use facilities within the USGS. Additionally, the database shall be capable of tracking all energy data required on annual U.S. Department of Energy (DOE) and Office Management and Budget (OMB) reports. Delivery of Rate Schedule Analysis shall be provided within 90 days after award of the contract. The awardee will also be required to verify and process invoices for provider service of water, electric, natural gas, propane, fuel oil, and steam for a designated facilities on a monthly basis. The awardee will notify the facility when an invoice has been received for payment. The USGS will pay providers directly. It is estimated that 87 facilities with 250 service providers across the continental United States and its territories will be covered under this contract. Solicitation 01HQSS0017 is anticipated to have a 12-month base year and four 12-month option years. Specifications will be available with Solicitation No. 01HQSS0017. Solicitation 01HQSS0017 will be issued on or about August 09, 2001. Requests for RFP 01HQSS0017 must be in writing; telephone requests will not be honored.
