Description
The Integrated Aviation Systems 21 Working Group (IAS21WG) proposes to acquire on an other than full and open competitive basis ninety-five (95) MJ-12 Workstations required to support Special Operations Forces (SOF) PC based mission planning. This procurement will be executed under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one source and no other type of supplies or services will satisfy agency requirements. It is anticipated that a firm fixed price type contract with a delivery requirement of 30 days after contract award will be awarded to Alienware Corporation, 13461 SW 131st, Miami, Florida 33186. In general, the SOF mission planning computer system requires very robust processing power, internal memory, hard drive disk space, and video display because of the vast amount of National Imagery and Mapping Agency (NIMA) data that is processed, stored and displayed for a typical SOF mission. This system must be housed internally in a single, well ventilated case, without conflicts. Alienware has been determined to be the only source that has the ability to provide the components and performance capability that will not provide substantial, unnecessary limitation on system use as required to support the SOF requirements. This notice is not a request for competitive proposals; however, responses received from all interested sources will be reviewed by the Government and given due consideration as required by law. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
