- Description
- The solicitation will be available on or after July 26, 2001, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. The FBO site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) has a need to obtain services of a Federal Aviation Administration (FAA) approved flight training school with the capability and experience to provide an FAA approved syllabus based program in Unusual Attitude Procedures/Emergency Recovery Training for Bureau pilots outlined in categories (A) Training Procedures, (B) Aircraft Requirements, (C) Training Facility, listed below. This is a fixed price, requirement type contract with one (1) base year and four (4) additional one-year option periods. The training shall consist of 10 hours of flight instructions and three (3) hours of associated ground school for each pilot enrolled. Approximately 60 pilots shall require training to be completed within 24 weeks in the first year of the contract. Each year thereafter, approximately 50 pilots shall be trained. The training facility shall be within the 50 CONUS states, including Alaska and Hawaii; however, prevailing weather condition of the training location will be taken into consideration. This contract will be awarded as a commercial item under Simplified Acquisition Procedures, subpart 13 under Test Program using best value analysis, for maximum competition. The NAICS is 611512 and the business size standard is $18.5 million annual receipts. This request is 100% small business set-aside. The objective of this training is for Bureau pilots to acquire and demonstrate knowledge and practical ability to safely and competently recover an aircraft to normal straight and level flight following an encounter which places the aircraft in abnormal flight attitudes including those described in (A) Training Procedures. The flight maneuvers, conditions, and associated recovery techniques provided by the contractor shall be in accordance with and as defined in FAA publication titled, "New Airplane Flying Handbook", #H-8083-3, or an existing FAA approved flight school syllabus describing Unusual Attitude/Upset Recovery procedures. (A) Training Procedures: shall include the following: (1) Stall awareness and stall recognition; (2) Recovery from stalls and/or resulting spins while in coordinated and uncoordinated (slipping & skidding) flight as follows: a. power on: take off & departure, b. power off: landing & approach to landing, c. delayed and secondary stalls; (3) Recovery from a stall while in coordinated flight and a stall/spin while in uncoordinated (slipping & skidding) flight as follows: a. while in left and right hand orbits, in steep bank angles (constant or varying), with and without flaps, at approximately 60% power, while student remains focused on a ground reference; (4) Execution of and recovery from inverted flight, unusual attitudes and basic aerobatic maneuvers; (5) Basic aerobatic maneuvers for the purpose of this program shall mean, loops, rolls and combination on the horizontal and 45 degrees up and down lines, hammerheads, spins and inverted flight limited to 2.0 "g's" negative. Also, the training shall consist of the following: Immelmans, cuban 8's, snap rolls, reverse cuban 8's, split "S", precision spins, spin reversals and spin transitions (inverted to upright, etc.), accelerated spins, inverted spins, flat spins-upright & inverted (entry & recovery), low altitude stall/spin emergencies, vertical rolls-1/4 & 1/2 up & down, loops with snap at top, loop/roll combinations, and takeoffs and landings. (B) Aircraft requirements: the aircraft to be used for paragraphs #1, #2, & #3 above shall be one that most closely resembles a Cessna 182, preferably a Cessna 172 operated in utility category, particularly in terms of its high wing configuration, side by side seating, dual yoke controls, and position of throttle, mixture and flap controls. Aircraft used for all other maneuvers including paragraph #4 shall be certified by the FAA in the aerobatic category. This aircraft shall possess flight and performance characteristics which, unlike a high performance aircraft, more readily allows a student to understand the relationship between a pilots control inputs & the outcome of a particular maneuver, such as a Great Lakes. (C) Training facility: the flight training facility shall be an FAA approved Part 141 flight training school having an FAA Part 141.57 approved acrobatic curriculum. The training facility shall have full ground school classroom, and a seven (7) day a week operation. The training facility shall provide the complete flight and ground instructional course to at least 3 pilots per work week.
