Description
The National Park Service has a requirement for Conservation treatment of museum textiles at Ellis Island, Jersey City, NJ. The textiles in this project consist of items of clothing, clothing accessories, household items and a textile toy. The collection contains one or more of the following types of clothing and clothing accessories: apron, belt, blouse, coat vest, dress, handkerchief, hats, jacket, scarves, shirts, shoes, shirts, suits, vest and wedding dress. The other collection contains one or more of the following types of household accessories: bedspreads, bureau and table scarves, a rug and throws, towels, and a toy teddy bear. The project is designed to preserve and prepare these rare textiles for display in the exhibit "Treasures From Home" in the Ellis Island Immigration Museum. Information gathered during the process of conservation will be applied for continued care and future preservation needs of the textiles. The solicitation anticipates a firm fixed price contract to do: 1) Conservation treatment according to the treatment proposals in the existing conservation surveys (May 2000) and 2) Treatment reports including before and after photographs. NOTE: THE AWARD WILL BASED ON THE BEST VALUE, NOT NECESSARY THE LOWEST PRICE, THAT WILL BE MOST ADVANTAGOUS TO THE GOVERNMENT. The successful contractor is expected to provide all personnel, equipment, tools, materials, vehicles, supervision and any other items or services necessary to perform the conservation treatment and associated non-personal services. Minimum qualifications of the conservator shall include: (1) A graduate degree or certificate from an accredited conservation program or documented apprenticeship with a museum conservator; (2) Experience not less than five years working in a museum conservation program on similar items; (3) Past conservation work on museum and/or historic objects, especially composite objects; and (4) Membership in the American Institute for Conservation or demonstrated adherence to the Code of Ethics and Standards of Practice of AIC. Evaluation criteria will require written proof of the above minimum qualifications plus demonstrated experience in conservation of 20th Century and ephemeral objects; and, demonstrated experience in completion of object treatment proposals and objects treatment reports.
