- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center, Division of Acquisition Management intends to negotiate an award utilizing simplified acquisitions procedures with Lynn McDonald, Ph.D. to refine, adapt, and research the impact of the FAST (Families and Schools Together) program on Hispanic/Latino communities. The period of performance shall be 12 months after award. FAST is an award winning parent empowerment process, the goal of which is to increase the likelihood of the child being successful in the home, at school, and in the community. To achieve improved child outcomes, FAST builds the central protective factor of family cohesion. This is accomplished through the replication of sequenced activities using research-based techniques that respect the parents role as the childs primary prevention agent. Dr. McDonald is the founder of the FAST program and holds unique knowledge and an accurate understanding of the original model of the program which is critical in the careful adaptation, research and subsequent dissemination. The proposed contract is for services which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and provide capability statements in response to this requirement. No solicitation will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the acquisition to Lynn McDonald, Ph.D.
