DESCRIPTION: The General Services Administration/FTS Region 5 is announcing its intent to issue a procurement under the authority of FAR 6.302-1 for a sole source acquisition to Britton Information Systems, Inc., 411 East Washington Street Ann Arbor MI 48104. It is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Also, substantial duplication of cost to the Government that is not expected to be recovered through competition will also occur. The agency has used Britton on a previous effort that uniquely qualifies them to perform the migration of the agency's existing database from Microsoft FoxPro2.6 to Oracle via Visual Basic, Visual FoxPro, and SQL*Plus. Britton is familiar with the data and database. Britton also has extensive experience using FoxPro, which is the key software tool for this project. This notice of intent is not a request for competitive proposals. However, all proposals submitted by the designed response date will be considered by the Government. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
