Description
The following solicitation will be issued on or about 18 Sep 01: F61040 01 R0023 ? Provide all management, tools, supplies, chemicals, repair parts, equipment, vehicles, and qualified personnel to operate and maintain the wastewater treatment plant at Lajes Field, Azores, Portugal. The wastewater treatment plant is based on the principle of activated sludge. The plant can treat and average sewage flow of 0.8 MGD and a peak flow of approximately 4.0 MGD. Major components include a bar screen, a grit/grease removal apparatus, two parallel oxidation ditches, two parallel clarifiers, aerated sludge holding tank and drying beds. The dried sludge is removed and taken to the local landfill for disposal. The treated effluent is charged into the ocean. All labor is the responsibility of the contractor. Expense exceeding $2000 for repair or replacement parts will be reimbursed. Heavy equipment support shall be provided by the government for major repair requirements. The contract manager and/or lead operator will be required to have and maintain a current Class B wastewater certification.=20 =20 The 7 liftstations pump to the plant via a forced main system. Usually, a pumping station consists of a wet well and at least two submersible sewage pumps. All liftstations have either been newly constructed or upgraded within the past 5 years. There is a total of up to 12 Oil Water Separators which require inspection and maintenance. Most Oil Water Separators have been either removed or upgraded within the past 3 years. Petroleum products must be pumped out on an as needed basis for disposal through the Hazardous Waste System. There are 8 grease traps located at various food preparation facilities on base. These traps require skimming of grease, grease placed into heavy plastic bags or 5 gallons plastic cans for disposal in the landfill. Performance Price Tradeoffs (PPT) procedures will be utilized for this procurement and proposals will be solicited on a firm-fixed price basis. The performance period for this acquisition begins on 01 Dec 01 with 4 one year option periods. A contract will be awarded to the responsible offeror who conforms to the solicitation requirements and provides the best value to the Government. The North American Industry Classification System code assigned to this acquisition is 562212. The Request for Proposal (RFP) package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov . A pre-proposal conference and a site visit will be held at Lajes Field during the later part of Sep 01. Proposals will be due on or about 4:00pm (local time) on or about 19 Sep 01. Exact site visit & proposal due dates will be available upon issuance of the solicitation. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, statement of work & drawings will not be provided in a printed-paper format; However, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium.
