- This is a follow-on to an announcement published to the CBD on 17 May 2001. The Naval Research Laboratory (NRL) and the Ballistic Missile Defense Organization (BMDO) are soliciting comments from industry on the Battlespace Environments and Signatures Toolkit (BEST) draft Statement of Work (SOW). BEST will be an integrated software suite to generate realistic signatures of ballistic missiles, missile intercepts, and backgrounds in a variety of ballistic missile defense scenarios. The sole purpose of this announcement is to provide prospective bidders with an opportunity to review the technical and programmatic requirements indicated in the draft SOW before the final version of the SOW is published. Questions and comments submitted by prospective bidders will be addressed by NRL in the final version of the SOW that will be found in the BEST Request for Proposal (RFP) to be issued in mid to late August 2001. Copies of the draft SOW will be automatically forwarded to those parties who submitted a statement of interest to NRL in response to the May 17, 2001 BEST Sources Sought announcement advertised in the CBD. Interested parties who did not respond to the initial announcement should provide forwarding information to the POC listed below if they wish to receive the draft SOW. Questions and/or comments regarding the draft SOW should be submitted electronically or via standard mail. A bidder?s conference will be held September 13, 2001 at which point NRL shall address issues raised by respondents in connection with the draft SOW.
