Description

The U.S. EPA's NRMRL's (National Risk Management Research Laboratory) Systems intends to negotiate on a sole source basis with SYLVATICA for the Assessment of Uncertainty Research for Life Cycle Impact Assessment under the authority of FAR Part 6.302-1. This requirement is to further research and develop the appropriate uncertainty information necessary to carry out LCIA at the highest feasible level of probabalistic sophistication for various impact categories. A case study, utilizing the prior developed stand-alone Analytica package , TRACI + , shall be conducted. Development of a discussion paper describing the various uncertainties involved in conducting an LCIA shall be included. EPA source research indicates SYLVATICA is uniquely qualified to meet this requirement since 3 of the 4 tasks involved build upon its previous research. This notice is not a request for quotation. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole sourse basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is August 10, 2001.
