Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation No. DAHA22-01-T-0082 applies and is issued as a Request for Quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 334200 size standard is 750 employees. The following is a statement of work and list of equipment required. The Regional Counterdrug Training Academy located in Meridian, Mississippi requires the purchase and installation of a color closed circuit audio and video system to support tactical training. The training teams will practice entries into seven buildings. There will be three control stations all located in the Pharmacy building with the ability to control the video and audio of three separate entries in three separate buildings at the same time. In addition to the cameras, microphones and speakers associated with each building, each of the control stations will have the ability to manipulate any of six separate pan/tilt/zoom cameras located outside the building. All video and audio activity will be available for recording at each of the three control stations in real time video. Each operator at a control station must have the ability to select any of 64 inputs and display them on up to 16 output in-groups of four cameras at one time. Each operator must be able to select a maximum of four cameras for recording and switch recording cameras easily to ensure that team events are captured on the video recording. Operators must be able to control pan/tilt/zoom cameras from three separate controllers. Each of the three controllers are to be located at each of the three control stations and have independent operation from the other two controllers. Audio generated by the team must be recorded on a VCR. Audio recording ability may be zoned within the structure with zones corresponding to the video cameras providing the video recording. Operators in the control room must also have the ability to communicate to all rooms at once to provide instruction to the training teams and prevent safety violations. There shall be a separate channel intercom at the front entry and a separate channel intercom at the rear entry that will allow the operator at each of the three control stations to communicate independently to any of the buildings in the complex. The communications shall be private channel without the audio being available to any other audio system in the building complex.
