Description

NASA/MSFC plans to issue the final Request for Proposal (RFP) for Customer and Employee Relations (CaER) Directorate Support Services. These services will support the CaER Directorate with the planning and implementation of employee and organizational development, internal communications, government and community relations, education programs, and media relations at MSFC. This procurement is a total competitive 8(a) set-aside (see FAR clause 52.219-18). The Government anticipates the award of a Cost-Plus-Incentive-Fee (CPIF) contract with a one-year base period of performance and four one-year options. The provisions and clauses in the final RFP are those in effect through FAC 97-27. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The applicable NAICS Code is 541710 with a Size Standard of 500 employees or less. The DPAS rating for this procurement is DO-C9. The final RFP will be released on or about August 8, 2001. The due date for receipt of proposals is approximately 30 days thereafter. A draft RFP was released earlier to industry for comment on July 3, 2001 and an industry briefing was held at MSFC on July 10, 2001. An ombudsman has been appointed. See NASA Specific Note "B." The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
