Description
17. This synopsis is for a contractor to provide technical service requirements for Woodward Micronet Programmable Logic Fuel Control Systems used on the 378 WHEC FT4A gas turbines. It will be a requirements contract with one base year, and four option years periods, if exercised. The services shall consist of: trouble shooting engine casualties, failure analysis, determining root cause of casualties, corrective action, and field repairs in accordance with Specification No. P-234-0377. There will be approximately 12 cutters. Services will primarily be provided in homeports including: 4 cutters in Alameda, CA, 2 cutters in San Diego, CA, 2 cutters in Honolulu, HI, 2 cutters in Seattle, WA and 2 cutters in Charleston, SC. The contractor shall be required to provide the technical representative services to the required location within 36 hours after notification by the contracting officer. The Coast Guard will provide labor assistance for field repairs. It is the Government's belief that only Woodward Governor Company, Industrial Products Group, the OEM, can provide the required services. Any company other than the OEM, submitting a bid must provide the following: (1) Proof that they are an authorized dealer or distributor of Woodward MicroNet Programmable Logic Fuel Control Systems (2) complete and current engineering data to demonstrate the acceptability of the offered services; and (3) proof that they have serviced Woodward Programmable Logic Fuel Control Systems satisfactorily in the past. This data must include sufficient information to allow the Coast Guard to evaluate the pricing of proposal relative to the above requirements. This synopsis is issued pursuant to FAR 5.203(2)(b). The NAICS Code for this requirement is 541990. The Coast Guard anticipates issuing the Request for Proposal approximately 30 days after date of this publication with a closing date 30 days from the issuance date. These dates are for informational purposes only. Services shall be in accordance with Coast Guard Specification P-234-037 entitled TECHNICAL SERVICE REQUIREMENTS FOR WOODWARD MicroNet PROGRAMMABLE LOGIC FUEL CONTROL SYSTEMS. The following documents for a part of this specification to the extent specified herein: T.P. 3253 A 378 WHEC Machinery Plant Central Control System manufacture instruction book; volume #1 (revised Nov. 1999), (2) T.P.3253 B 378 WHEC Machinery Plant Central Control System manufacture instruction book; volume #2 (revised Nov. 1999), and (3) T.P.3455 378 WHEC Main Propulsion Digital Fuel control System (Nov. 1999).
