Description
The Defense Threat Reduction Agency (DTRA) proposes the award a 5-year contract, to commence o/a 1 JAN 2002, to Titan Pulse Sciences Division of San Leandro, CA, without using full and open competition for the operation and maintenance of DTRA-owned Nuclear Weapons Effects (NWE) simulators and support equipment located at Titan in San Leandro, CA. Titan designed, developed, manufactured, and now operates this diverse class of reliable radiation nuclear weapons effects simulators. These simulators are physically located on Titan property and could not be relocated without significant cost. This is a continuation of an ongoing requirement, and Titan is the only responsible source for the activities to be performed and has developed valuable corporate memory and expertise on NWE testing and machine operations. To perform this effort, any contractor other than Titan would require relocation of the machines, training to learn the operation and skills with the high level of expertise presently available from Titan, and establishment of a new test facility. In addition, any transfer of the operations to a new contractor would cause significant and unacceptable interruptions and delays in the operation of the simulators. This would seriously impact the test schedules of many DoD NWE validation and test programs. Awarding these requirements to any contractor other than Titan would cost the Government substantial duplication in costs that is not expected to be recovered through competition. In addition, unacceptable delays in fulfilling DTRA's requirements would be experienced. See Note 22. For further information contact David Nemerow, (703) 325-6627.
