- Description
- The United States Army Yuma Proving Ground (USAYPG), Arizona, has a requirement to purchase Test Bed equipment in support of the Range Digital Transmission System (RDTS). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Reference the Request for Quotation number is W81R8T-1192-0003. This solicitation/synopsis incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-27 and Defense Federal Acquisition Regulation Supplement (DFARS), 1998 Edition, current to DCN 20001213. This acquisition is set-aside 100% for small businesses under simplified acquisition procedures. The North American Industry Classification System (NAICS) code is 513330 and the small business size standard is 1,500 employees or less. The contract type will be firm fixed price. No substitutions for this items will be accepted. The manufacturer is Carrier Access Corp., 5395 Pearl Parkway, Boulder, CO. 80301. The Government proposes to solicit quotes for the following items: (1) 3 EA, ADIT 600 48 FXS ports (chassis, power supply, TDM controller, SNMP & RPM management, (6) 8-port FXS cards.) (2) 3 EA, ADIT 600 base (chassis, power supply, TDM controller, SNMP & RPM management, 5 blank card faceplates). (3) 18 EA, FXO-8 card (8 channel expansion or replacement card for FXO or DPT interface applications). (4) 3 EA, 19" and 23" NEBS CO rack installation kit (NEBS certified 19" and 23" rack mount solution for mounting two ADIT 600 chassis side-by-side). The following Federal Acquisition Regulation (FAR) provisions apply to the acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items (Oct 2000); FAR 52.212-3, Offeror Representations and Certifications Commercial Items (Oct 2000), all offerors shall include with their offer a completed copy of FAR 52.212-3. Copies of FAR 52.212-3 are available upon request from the Contracting Officer. The following DFARS clause applies to this acquisition: FAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2000). An addendum is incorporated into the solicitation to include FAR and DFARS clauses as follows: FAR 52.247-34 F.O.B. Destination (Nov 1991); FAR; DFAR 252.204-7004 Required Central Contractor Registration (Mar2000). All quotes shall be submitted to the Robert Morris Acquisition Center, Yuma Contracting Division, Attn: Ms. Marsha Garner, Building 2100, Room 8, United States Army Yuma Proving Ground (USAYPG) Yuma, Arizona 85365-9106 no later than 10:00 A.M. MST, August 2, 2001. As a minimum, offerors shall include with their quote the following information: (1) RFQ number, (2) company name and address, (3) point of contact with telephone and facsimile numbers, (4) a completed copy of representations and certifications, (5) price, (6) proposed delivery schedule, (7) sufficient technical literature and description to enable the Government to evaluate conformance with the technical requirements, and (8) a statement indicating whether payments can be made by electronic funds transfer or Government VISA credit card. Offers that fail to furnish required representations or reject the terms and conditions of this solicitation may be excluded from consideration. SEE Note 1.
