Description
The U.S. Coast Guard plans to issue a Request for Quotation for the 22,000 Hour Generator Overhaul at USCG LORAN Stations St. Paul, Attu and Port Clarence, Alaska. Services require Providing all material, equipment, common and special tools, travel and incidentals necessary to perform factory recommended major 22,000 hour service, inspection, overhaul and rebuild procedures on (1) Coast Guard owned Caterpillar model 3512 generator sets located at USCG Loran Stations Port Clarence, Attu, and St. Paul, Alaska. The proposed action is for services the Government intends to acquire as a commercial service item using FAR Part 12 and FAR Part 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. Work includes, but is not limited to, providing all labor necessary for the inspection, overhaul and rebuild procedures, including parts/materials as outlined in the Caterpillar recommended 22,000 hour service and rebuild procedures listed in Caterpillar Publication SEBU6103 or current edition and SEBU6701 as well as other Caterpillar references and procedures listed in the Scope of Services. All parts used shall be genuine Caterpillar Tractor Co. parts meeting all manufacturer original equipment specifications. All work must be performed by a Caterpillar Qualified mechanic. Contractor shall provide copy of the mechanic's Caterpillar Qualification Card to the Contracting Officer. The card shall bear the mechanic's Caterpillar Qualification Record Number to demonstrate completion of Repair and Diagnostic Course on Caterpillar 3500 series engines. Upon completion of 22000-hour overhaul, the contractor shall test run the engine generator under full load for four (4) hours and verify factory operating specifications. The contractor shall arrange their own transportation and transportation of equipment to and from the sites in accordance with the specifications. Work must be performed by a minimum of one Caterpillar 3500 (or Caterpillar stated equivalent) factory trained mechanic. Work shall be accomplished in a professional manner and in strict adherence to current Caterpillar Company recommended requirements and procedures. Each generator overhaul must be completed within 30 days from commencement of work at each site. On-site work for the Loran Station St. Paul site cannot be accomplished until after 1 April 2002. The North American Industry Classification System code is 23511 and the size standard is $11.5 million dollars in annual receipts for the past three years. All responsible sources may submit a quote, which shall be considered by the agency. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMENT'S OBLIGATION UNDER THIS CONTRACT IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL LIABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER.
