- Description
- The subject acquisition is for a multi-discipline indefinite delivery indefinite quantity (IDIQ) contract for architect-engineer (A&E) services. The work involved includes, but is not limited to, A&E services with the required disciplines of architectural, structural, civil, environmental, electrical, fire protection, and mechanical requirements. Field surveying, landscaping design and architectural rendering capabilities must be identified. Disciplines and capabilities must be represented within the same firm or with consultants that regularly work with the primary firm. The firm must also be able to provide part-time and/or full-time project specified construction inspection, contract administration and field engineering services. The contract will consist of a base year and two option years. The minimum contract amount will be $5,000. Each year will have $750,000 maximum limitation. Each task order (project) will not exceed $299,000. The selected firms must have the capability of providing final drawings formatted in AutoCAD Release 14 or higher. Each final drawing will be provided on CD-ROM, formatted in MS-DOS 3.3 or higher. The firms shall also be able to obtain Source View software and convert drawing files formatted for electronic posting over the Internet. Each converted drawing file shall be provided on CD-ROM, formatted in MS-DOS 3.3 or higher. A&E firms, which meet the requirements described in this announcement, are invited to submit a Standard Form 254, Architect-Engineer and Related Services Questionnaire by 9 Aug 01. Firms responding to this announcement by the closing date will be considered for selection. This is not a request for a proposal. Following an initial evaluation of the qualification and performance data submitted, three firms considered to be the most highly qualified to provide the type of services required, maybe chosen for negotiation. Two awards may be made from this notice. Considerations for selection in priority order are as follows: 1. Specialized experience in DOD open-end design contracts for renovation/construction. 2. Professional qualifications of key personnel. 3. Professional capacity to complete projects within the time required. 4. Past performance of the firm on DOD and other contracts. 5. Special emphases will be placed on firms located within 150 miles of Seymour Johnson AFB NC which is located in Goldsboro NC. 6. Volume of recent DOD contracts. 7. Cost control effectiveness based on recent competitively bid contracts. 8. Full-time construction inspection capability. =20 This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 7 calendar days of this notice. In additional to the above para, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recency and experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. A decision on whether this requirement will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted on EPS within 5 calendar days after the 7 calendar days have expired Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Registering may take up to 3 weeks to process.
